Position Overview:
Responsible for managing employee safety, health, loss prevention and emergency preparedness programs for multi-facility organization, ensuring compliance with federal and state requirements where applicable.
Examples of Duties
Principal Duties and Responsibilities:
- Responsible for creating, implementing and overseeing health and safety policies and procedures. This includes ensuring that staff members are properly trained in the areas of following standard, established processes, emergency preparedness, and accident protocols.
- Proactively identify opportunities to minimize workplace hazards quickly and efficiently.
- Develop, implement and maintain workplace safety policies and procedures consistent with industry standards and regulations.
- Ensure incident reports are properly completed as necessary, capturing all relevant information and that appropriate steps are taken to complete all items identified for follow-up.
- Oversee the development of and ensure the completion of the annual safety training program modules for all employees, including ensuring that the proper PPE is identified and available and that employees are aware of how to use it properly.
- Routinely review existing safety policies and procedures, ensuring they are kept up to date.
- Day to day oversight, management and development of the LRWRA Safety Coordinator.
- Perform safety audits covering all higher accident risk positions throughout the course of the year. Physically inspect work sites to identify potential safety concerns and mitigate as necessary. Document findings and ensuring necessary improvements are communicated and implemented.
- In coordination with department heads, lead and coordinate emergency preparedness, table-top exercises and mock drills. Document findings and ensures mitigation efforts are completed as necessary. A minimum of two table-top exercises should be completed annually.
- Participate in professional organizations for continued development and networking as well as build relationships with peers in other City of Little Rock municipal entities.
- Oversight of the worker’s compensation program, working with our third-party administrators and employees, as necessary.
- Coordinates employee vaccination programs (flu, COVID, Hepatitis-B) and related health monitoring programs (PFT, fit testing, etc.).
- Communicates safety requirements with vendors before beginning work at our facilities, as necessary.
- Oversight of recycling and sustainability programs.
- Oversees effectiveness of the organization-wide safety team.
- Monitor, respond, and investigate alarms at LRWRA facilities.
- Oversight of physical security access at all facilities, including coordination with the Bill and Hillary Clinton National Airport.
- Responds to all emergencies that occur on the grounds of our facilities and/or to our employees working within the city.
- Coordinates with customers, from inception to completion, to process personal property damages that occur as a result of our infrastructure and/or related work projects.
- Oversight of LRWRA compliance and/or reporting requirements related to:
- Risk Management Plan;
- Department of Labor Chemical List;
- Right to Know program; and
- Commercial driver program, including coordination of random drug testing.
- Coordinate with the Director of Accounting and Finance concerning the administration of the property and auto insurance programs.
- Oversight and coordination of other safety related duties and responsibilities as applicable.

Typical Qualifications
Qualifications and Skills:
- Bachelor’s degree in Environmental, Industrial or Occupational Health and Safety or related field.
- Minimum of five (5) years’ experience in safety management and workplace security in an industrial facility.
- Knowledge of regulatory compliance and agency requirements related to an industrial workplace.
- Prior experience (minimum of three (3) years) successfully supervising, managing and coaching/developing employees is required.
- Experience and knowledge related to emergency response planning.
- Effective verbal and written communications
- One of the following certifications is preferred:
- Certified Safety Professional (CSP); and/or
- Institution of Occupational Safety & Health, Registered Safety Professional (IOSH-RSP);
- Other relevant certifications will be considered in the selection.
- Maintain a valid Arkansas Driver’s License.
