Employee will be assigned to the Division of Mining and Reclamation (DMR), Program Support Section and manage the Division's ownership and control program.
Duties include:
- Interpret laws, regulations, contracts, and specifications applicable to mining-related permit applications.
- Serve as lead worker for five or more employees in regional offices reviewing ownership and control in various mining permit applications.
- Review and approve all ownership and control data entered in state and federal databases.
- Distribute application deficiencies to companies and/or consultants, requesting additional information.
- Conduct complex investigations to identify owners and controllers of companies in violation of state and federal regulations.
- Maintain all Centralized Ownership and Control Files (COCF) for the agency in both physical and digital formats.
- Conduct training for regional permit review staff to ensure compliance with current state and federal ownership and control regulations.
- Assist the Program Support Section Manager in developing COCF submittals via the Electronic Submission System (ESS) and other submittals as needed.
- Perform other duties as required and/or assigned.
Employee must have good verbal and written communication skills; must have the ability to establish and maintain effective working relationships with state and federal agencies, staff, and general public.

Minimum Qualifications
Training: Bachelor’s degree from an accredited college or university.
OR
Substitution: Additional full-time or equivalent part-time paid professional experience as described below may substitute for the required training at the rate of one (1) year of experience for every thirty (30) semester hours of training.
AND
Experience: Four (4) years of full-time or equivalent part-time paid professional experience in the acquisition, preservation, protection and enhancement of environmental resources, or in environmental protection, or in an agency specific area related to environmental impact.
OR
Substitution: Graduate coursework from an accredited college or university may substitute for the required experience at the rate of fifteen (15) semester hours of training for every one (1) year of experience.
