Summary
This position is located in Morristown National Historical Park, in the Facility Management Division. If chosen for Morristown National Historical Park (NJ) you will have additional responsibilities at Thomas Edison National Historical Park.
Major Duties
Major Duties: Park Management Team: Serves as the facility management expert in support of park unit management initiatives. Actively involved in decisions affecting overall park management policy and operations and contributes to the development of park management documents. Monitors and evaluates park functions to ensure compliance with and application of approved management direction. Represents the Park Unit in diverse public contacts with private and public entities to communicate park interests and issues. Assets, Operations and Fleet Management: Implements Facility Management Software Systems for cost effective management of assets. Performs and maintains asset inventories and condition assessments for the purpose of maintenance cost for annual and multi-year plans. Determines asset priority index, deferred maintenance costs, current replacement values and facility condition index. Plans, schedules and directs work to operate facilities and assets at their most effective level within their responsible program area. Implements work controls and tracking of work to evaluate the condition of assets. Annually reviews and adjusts work plans/schedules to address identified deficiencies and operational needs. Project Management: Determines and recommends project scope, goals and objectives, and alternatives for facility modifications when infrastructure capabilities cannot support mission requirements. Evaluates the need for professional consultation and facilitates the coordination for the design, development, review and evaluation of project documents. Responsible for construction progress, either as a Contract Officer's Technical Representative (COTR) or as overall project manager. Analyzes scope problems to assure problems are addressed and project is on schedule and within cost projections. Performs final inspection, authorizes final approval for acceptance of work and ensures all project documentation is completed and archived. Risk Management/Safety: Responsible for implementing a current safety and training program to eliminate at-risk behaviors and environments enforcing regulatory policies and mandates. Implements programs such as medical monitoring, respiratory, and hearing. Maintains health and safety records for all employees supervised. Reports loss time incidents, evaluates reports to determine trends for the purpose of taking corrective actions. Initiates corrective measures for violations of OSHA standards, and directing periodicinspections of workplaces supervised. Financial Management: Prepares annual work budget plans for maintenance operations using the NPS financial management programs. Participates in the preparation of Operating Financial System (OFS) requests and identifies program deficiencies. Develops annual and multi-year programs utilizing project management software to augment park base funds in the effective management of facilities and equipment, e.g., cyclic maintenance, repair/rehab, Fee Demo, line-item construction, Federal Land and Highway Programs. Compiles administrative and cost data for reimbursable accounts. Ensures an accountable process to track andreconcile property inventory. Compliance: Initiates actions and serves as the liaison for compliance of environmental/cultural issues related to project proposals and park operations. Responsible for implementing programs to address pollution prevention, conservation and sustainable operations. Maintains Park facilities in compliance and best management practices of the NPS Environmental Audit Program. Ensures that work on cultural and natural resources is in adherence with approved Historic Preservation Act and NEPA documents. Responsible for complying with all Building Codes, Life Safety Codes, NFPA Codes and ADA. Personnel Management: Exercises the full range of supervisory duties at least 25% of the time. Recruits and recommends selection of employees. Executes established work plans; establishes work schedules and priorities. Recommends promotions, reassignments and other personnel actions. Approves leave, sets performance standards and evaluates and awards outstanding performance. Identifies training needs and identifies training opportunities. Resolves complaints or minor grievances and advises employees on matters related to less than satisfactory performance. Actively supports EEO programs and communicates this support to subordinates.
