It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. Description of Work
The Sustainability Program Manager leads the development, implementation, and oversight of agency-wide sustainability initiatives. This role manages current sustainability programs and guides strategic planning to expand future environmental and efficiency efforts.
Key Duties Include:
- Manage sustainability programs such as vehicle fleet efficiency, electric and solar charging, green lawn care, composting, and recycling
- Plan and implement long‑term and short‑term sustainability strategies
- Oversee project management activities for energy, water, and resilience-related improvements
- Ensure compliance with building codes, environmental regulations, and agency policies
- Develop specifications, documentation, and informational materials for sustainable operations
- Collaborate with internal teams on purchasing, personnel, and accounting processes related to sustainability projects
- Evaluate opportunities for future program expansion (e.g., integrated pest management, materials reuse, indoor air quality enhancement)

Salary Grade Range: $70,478 - $123,336

Demonstrated experience developing and managing sustainability programs such as EV fleet operations, recycling systems, composting processes, energy‑efficiency initiatives, or solar charging infrastructure.
Proven experience evaluating or developing project specifications for sustainability or energy‑efficiency projects in alignment with engineering standards, building codes, environmental regulations, or similar compliance requirements.
Documented experience leading or coordinating project management activities for multi‑site operational programs such as infrastructure upgrades, agency‑wide sustainability rollouts, or comparable long‑term implementation efforts.

About the Division of Engineering, Construction, and Maintenance (DECM)
The Division of Engineering, Construction, and Maintenance (DECM) coordinates all North Carolina Department of Adult Corrections (NCDAC) construction and renovation efforts, working closely with the State Construction Office to bring projects to life. We represent the department on key property and building matters while keeping facilities running smoothly through expert support for mechanical, electrical, kitchen, and other essential systems. With a dedicated team specializing in design, project management, and sustainability, DECM helps ensure our facilities stay safe, efficient, and ready to serve.
