The purpose of this position is to protect the water distribution system. This is accomplished by informing the public and organization employees on backflow prevention and cross-connection policies and procedures; conducting property surveys; collecting backflow assembly information; performing assembly installation based on degree of hazard; maintaining accurate records; distributing commercial notifications; testing backflow assemblies; and remaining current on backflow policies. Other duties include collecting and relocating temporary construction hydrant and jumper meters, maintaining accurate records, responding to emergency events and assisting other Specialists and Coordinators as needed.
Essential Functions
Backflow Specialist I
- Basic knowledge/experience with Microsoft Office Suite, Adobe Professional, Outlook.
- Ability to use GIS and Google Maps.
- Conduct initial field surveys for commercial and residential backflow sites.
- Conduct compliance site inspections and assessments according to degree of hazard (e.g. fire line, irrigation, commercial, residential).
- Test and repair residential and internal BF Assemblies.
- Enter survey results via App/Mobile.
- Enter test and repair results via App/Mobile
- Develop an understanding of water distribution systems.
- 2 hours of Customer Service Training.
- Enter work orders, test reports and other technical documentation.
Backflow Specialist II
- Demonstrate proficiency with Backflow Management Software
- Assist level I Cross-Connection Technician with BF testing/repairs
- Train/Mentor Level I technicians on how to complete surveys, tests, repairs, etc.
Senior Backflow Specialist
- Review work and products completed by Level I and Level II technician.
- Troubleshoot scenarios encountered by technicians and provide guidance and direction.
- Redline maps, assist C3Hub and notification letters and other technical documentation.
- Demonstrate proficiency in understanding distribution systems.
- Inter-Departmental Functionalities (attend application meetings, conduct education sessions, etc.)
Minimum Qualifications
Backflow Specialist I
- A minimum of a high school diploma or GED issued from an approved GED Administrator.
- Must possess and maintain a valid State of Florida Class E Driver’s License
- Must obtain a Backflow Tester Certification and Repair Certification within 6 months of hire.
Backflow Specialist II
- 3 years of relevant experience.
- A minimum of a high school diploma or GED issued from an approved GED Administrator.
- Must possess and maintain a valid State of Florida Class E Driver’s License
- Must obtain a Backflow Tester Certification and Repair Certification within 6 months of hire.
Senior Backflow Specialist
- 5 years of relevant experience.
- A minimum of a high school diploma or GED issued from an approved GED Administrator.
- Must possess and maintain a valid State of Florida Class E Driver’s License
- Must obtain a Backflow Tester Certification and Repair Certification within 6 months of hire.

The employee is frequently required to pull, push, kneel, bend, squat, crawl, and twist. The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 75 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Environmental factors include outdoor conditions; rugged terrain, slippery surfaces, varying weather, including, heat, cold, dry, wet weather. Environmental factors include indoors, flat surface, noise, sitting with occasionally walking and standing.
