JOB TITLE Field Safety & Environment Officer
REPORTS TO Field HSE Lead

JOB PURPOSE
Provide HSE support to Engineering and Project Department in the implementation of focused and consistent HSE systems and standards for sustenance of Heirs Energies LTI free project execution in line with Heirs Energies HSE Policy. The role will supportfield project execution and operations dailyonHSEandimprove HSE performance.
PRINCIPAL ACCOUNTABILITIES
Facilitate, drive, and deliver HSE communication and Safe System of Work to sustain incident free project execution by:
Facilitating and reviewing PTW.
UpdatingandenforcingHSE process guides.
Participating in field project safety daily toolbox meetings.
DrivingHSEHearts&Mindsinitiativeswithin the field projectoperations.
Facilitating, preparing, and participating in HSE communication – planning, facilitating safety meetings in liaison with the project execution contractor at a defined frequency and maintaining the minutes of such meetings.
Ensuring / conducting the inspection of scaffolds and ladders, onsite traffic management, and other equipment and temporary safety measures and maintaining appropriate record of such.
Identifying the project HSE hazards/aspects and their associated risks/impacts, carry out risk assessments / JHA and ensuring that the identified hazards / aspects together with the agreed control measures are communicated and implemented.
Identifying, driving, facilitating/ensuring management of change and participating in risk assessment review where required.
Drive full compliance with and ensure that all work permits and related HSE documents are prepared in accordance with Heirs Energies Heirs Energies SSoW / HSE MS requirements.
Support incident management to achieve effective learning from and prevention of accident by:
Conduct inspection of reports indicating all the unsafe acts or conditions noticed by him or site personnel and driving / highlighting the status of closure the same to the project and HSE leadership.
Promoting, collating, and analysing potential incident data and the reporting of field project daily UA/UC and Near Miss.
Promoting and focal pointing field project incident reporting and communication of learning from incidents from Heirs Energies and other sources.
Conduct and ensure that all onsite / preliminary incident investigation are carried out and participate in investigate of accidents to determine the root cause and measures / actions to prevent recurrence.
Implement Contractor HSE Management at site to achieve incident free worksite by:
Acting as the HSE Company Site Representative (HSE CSR) supporting the Project Manager and Engineer/CSR to ensure safe and successful delivery of the project in linewithContract HSE Management.
Promoting and supervising Contractors’ implementation of Worksites Hazards Management (WHM) to deliver Safe System of Work (SSoW).
Supporting the reviewofHSE documentation including PTW support documents, work method, JHAs and other HEMP/WHM application to ensure adherence with HSE MS, processes.
Support field project execution personnel HSE competence awareness and training by:
Carrying outtheinductionfornewpersonnel andvisitorstofield project sites
Focal pointing for field project team on HSE competence and training matters
Providing / preparing overviewofHSEcompetencyrequirementsof field project personnel.
Organizing or conduct safety training / refresher sessions as planned or required and maintaining record of such.
Coaching field project contractor personnel inHSEincluding Safe System of Work (SSoW) and Worksite Hazards Management (WHM).
Promote field project HSE leadership and HSE assurance delivery by:
Coordinating implementation of HSE plans and procedures and promoting the continuous improvement of HSE performance onsite in liaison with the project Engineer.
Driving, participating, collating, and reporting on HSE (including Life Saving Rules) interventions.
Facilitating and participatinginfield projectinspections,audits, and HSE Assurance reviews
Carrying out operationHSEdatacollectionandreportingandadvising on HSE targets
Monitoringstatus and driving closeout offield projectimplementationoftheHSEplan
Driving the implementationof actions in inspections,audits,reviews, incident investigation and maintainingoverviewoffield project operations HSE Assurance – inspection,review, drill, audit, and incident investigations recommendations/actionsand monitoring them to closure.
Performing regular on site HSE inspections and ensuring completion of required checklists/reports.
Support process to deliver field project Environmental & Regulatory Compliance Requirements by:
Familiarising with current HSE regulations relevant to the project and ensuring copies of applicable regulations relevant to the project are available at site as well as advise and assist the project management and worksite personnel on the compliance to applicable HSE regulations.
Implementing andfollowingup onfield project WasteManagement to ensure cradle to grave compliance at all times.
Supervising field project regulatory Environmental Compliance Monitoring (ECM)
Implement process to ensure effective emergency preparedness and response:
Facilitating, coordinating,and participating in field projectemergencyresponseexercises
Ensuring that drills and lessons learnt from drills exercise are adequately documented and incorporated into plans and procedures where necessary.
Carry out other HSE and duties related to the job performance and as may be assigned by the HSE / CASHES and project team leadership.

EDUCATIONAL QUALIFICATION REQUIREMENT
Minimum of abachelor’sdegreein science, engineering,orrelatedfield.
RELEVANT EXPERIENCE REQUIREMENT
Minimumof8yearsactiveE&Pexperience
Knowledge of productionoperation field HSE
Experience in executionofEngineering module deliveries
Experienceinlogistics land transportoperation / Journey management
Proven experience in E&P construction site safety / field project site SSOW & WHMexecution
ProvenevidenceofE&Psafetysystems delivery sustainedperformanceand STOP (intervention).
RELEVANT CERTIFICATIONS
NEBOSH IGC or equivalent NEBOSH certification will be of advantage.
ISO MS standard (9001, 14001, 45001) auditor training will be of advantage.
Managing site and project risks training – HEMP, SSoW, PTW, JHA, WHM, HAZOP, HAZID, SIMOP.
