Description
Under the supervision of the Public Works - Operations Superintendent, the Environmental, Health, Safety & Operations Coordinator administers and oversees environmental compliance, regulatory reporting, safety programming, ROW compliance, and operational support for the City’s water, wastewater, stormwater, and related public works infrastructure. This position will be required to be on call regularly for the weekend, on a rotating schedule with the Operations Superintendent and the Operations Foreman for emergency coverage.
This position ensures compliance with federal, state, and local regulations; supports infrastructure planning and asset management; coordinates emergency response activities; and serves as a technical liaison to regulatory agencies, including IEPA, USEPA, IDPH, FEMA, and other partners.
As an exempt employee, you are expected to work the hours necessary to complete the duties of the position which may exceed more than 40 hours per week and alternating on-call weekend supervisor roles.
Examples of Duties
1. Environmental & Regulatory Compliance
- Administer environmental compliance programs for water, wastewater, stormwater, and related facilities.
- Prepare and submit required regulatory reports and maintain compliance documentation.
- Interpret and implement federal, state, and local environmental regulations.
- Maintain policies and procedures for regulated facilities, equipment, and fuel sites.
- Conduct sampling, inspections, and data analysis to ensure regulatory compliance.
- Serve as liaison to regulatory agencies and assist with audits, inspections, and enforcement matters.
2. Code Enforcement & Ordinance Compliance- Enforce applicable City ordinances related to public works and right-of-way.
- Conduct inspections, investigate complaints, and issue notices or citations.
- Maintain case documentation and prepare materials for administrative hearings or court proceedings.
- Recommend or create ordinance revisions and policy improvements as needed.
3. Operational & Project Support- Supports planning and information prioritization of infrastructure projects.
- Supplies data for upgrades to water and wastewater facilities, stormwater systems, and related infrastructure.
- Expands and maintains IWORQs asset management and work order systems.
- Responds to after-hour calls and returns to work to support emergency operations and incident response as directed or needed.
4. Public Works Administration- Coordinates vendor services, equipment repairs, and material inventory tracking.
- Manage regulatory records retention and support the clerks' FOIA requests.
- Assist in administering right-of-way compliance and utility service coordination.
- Provide technical support and respond to public inquiries regarding utilities and environmental concerns.
- Assist the Operations Superintendent in oversight of Lab, Operations, and Maintenance personnel.
5. Safety & Emergency Response- This position will be the City Safety Coordinator serving on all safety committees and supporting employee health and safety initiatives.
- Develop and maintain emergency response and safety programs.
- Coordinate emergency response efforts, including after-hours events as required.
- Support fire department water supply coordination and emergency operations.
- Collect and maintain documentation for safety audits and insurance reporting.
6. Public Communication & Outreach- Prepare required public information materials, reports, and educational content.
- Conduct facility tours and community outreach initiatives.
- Will serve on committees or community programs assigned by City management to represent the City.

Typical Qualifications
- Bachelor’s degree in Environmental Engineering, Environmental Science, Chemistry, Biology, Public Health, or a related field.
- One to three years of experience in environmental compliance, public works and right-of-way work, or related regulatory administration.
- Valid Illinois driver’s license and good driving record.
- Qualified Compliance Inspector of Stormwater (QCIS) (preferred or required as determined by the City Manager)
- Illinois Dept. of Agriculture Public Applicator License with General Standards, Turf and Right-of-Way Endorsement (as required)
- Knowledge of environmental regulations governing drinking water, wastewater, stormwater, and solid waste.
- Understanding of environmental compliance, public works operations, ROW compliance, codes & ordinance information, and infrastructure systems.
- Ability to interpret regulations and apply them to municipal operations.
- Strong analytical and technical report-writing skills.
- Proficiency with computer systems, asset management software, and standard office applications.
- Effective communication, conflict resolution, and customer service skills.
- Ability to work independently, manage multiple priorities, and collaborate across departments.
Supplemental Information
Starting rate for this position is between $58,136 and $71,650 annually DOQ. The position also comes with an excellent benefit package that includes health, dental, vision, & life insurance, paid time off, plus an IMRF pension.
