Summary of Responsibilities
Acts as the MWCD’s representative on projects by inspecting contractor’s work for general compliance with project plans and specifications.
Practices standard MWCD safety procedures in performing job duties and assists other MWCD personnel as required.
Essential Functions include the following. Other duties may be assigned.
Inspects construction projects to ensure contractor compliance with plans and specifications, for example; roadway, drainage, pavement, utilities, traffic control, sediment and erosion control, rock channel protection, topsoil removal, demolition and clearing, subgrades, piles, temporary roads. Utilizes project management software for daily reporting. Verifies plan quantities and general conformance with plan documents. Witnesses or performs various field tests. Testing shall include, but is not limited to, concrete tests for air, slump, and yield.
Prepares and maintains project records and reports, for example; daily diary, inspection reports, pay item quantities, progress estimates, contractor’s construction methods, material inspection, preconstruction and during construction photos and other reports as necessary. Calculates, reviews, records and generally completes all project field office work; keeps project diary, reviews plans, checks quantity calculations, checks various records and maintains files; checks estimated costs submitted by contractors; analyzes technical reports; prepares for and assists in plan reviews.
Attends meetings with contractors, such as preconstruction conferences, progress meetings, job conferences and other project-related meetings. Conducts on-site observations of contractor’s work in progress to assist engineering staff in determining if the work is proceeding in accordance with the contract documents.
Responsible for reporting when any part of a contractor’s work in progress will not produce a completed project that conforms generally to the contract documents or will imperil the integrity of the design concept of the completed project as a functioning whole as indicated in the contract documents.
Reviews applications for payment with contractor for compliance with the established procedure for their submission.
Participates in a substantial completion inspection, assists in the determination of substantial completion and the preparation of lists of items to be completed or corrected.
Participates in a final inspection and prepares a final list of items to be completed and deficiencies to be remedied.
Determines, by inspection, whether all items on the final list have been completed or corrected and makes recommendation to engineer concerning acceptance. Performs other miscellaneous duties, including; checking plans and specifications in regard to location and quantity of material used; checking survey and grade lines; and attending project progress meetings.
Notifies appropriate manager of any safety concerns realized while performing job duties.
QualificationsEducation:
High school diploma or general education degree (GED)
Experience:
3- 5 years of related experience required. Knowledge of construction operations, construction safety practices, contractor relations, and construction inspection methods in order to ensure compliance of construction with project plans and specifications. Requires considerable knowledge of engineering in order to inspect project construction carried out by contractors to ensure compliance with project plans and specifications. Works under general supervision and requires considerable knowledge of construction engineering to oversee project construction carried out by contractors to ensure compliance with project plans and specifications.
Computer Skills:
Microsoft Office Suite software skills are required. Project management software experience for daily reporting is beneficial.
Certifications & Licenses:
Driver’s license valid in the state of Ohio. Must be insurable by the employer’s fleet insurance company.
Abilities:
Ability to read and understand construction plans and specifications and maintain accurate records are required.

While performing the duties of this job, the employee is regularly required to stand, walk, use hands to finger, handle or feel, reach with hands and arms; climb or balance, stoop, kneel, crouch or crawl and taste or smell. The employee is occasionally required to sit. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
Work Environment
While performing the duties of this job, the employee is frequently exposed to outside weather conditions. The employee is exposed to moving mechanical parts; high, precarious places. The noise level in the work environment is occasionally loud.
Other Requirements, Expectations, or Unusual Conditions
Must possess strong skills in working with people and have experience in working with the public. Some heavy lifting is required. The individual holding this position can be called 24 hours a day to handle an emergency. Infrequent emergency work on evenings, weekends, out-of-town and overtime may be required. Occasional working alone in very isolated areas is required. Obtaining continuing education in the necessary trades may be required. Considerable driving to sites during work hours is also required.
