Duties & Responsibilities

Position: Health, Safety & Environment (HSE) Manager
Reports to: Site Manager
Location: (Komani/Sterkstroom/Molteno)
1. Role Purpose
To ensure the safe, compliant, and environmentally responsible operation of the wind farm by implementing and monitoring the HSE management system, overseeing contractor compliance, and fulfilling legal, regulatory, and stakeholder obligations. The HSE Manager provides independent assurance and leadership to the company on health, safety, and environmental performance.
2. Key Responsibilities
A. Health & Safety Oversight

Ensure compliance with the Occupational Health and Safety Act (1993), its regulations and other applicable legislation.
Develop, implement, and monitor the site HSE Management System in alignment with ISO 45001.
Conduct daily site safety inspections and ensure compliance with permit-to-work systems.
Oversee induction, toolbox talks, and safety training of all contractors and visitors.
Investigate incidents, near misses, and unsafe acts/conditions, ensuring corrective actions are implemented.
B. Contractors Safety Oversight
Monitor and audit HSE performance of all subcontractors (OEM, BOP, services).
Verify that contractors' risk assessments, method statements, and work permits are suitable and sufficient.
Ensure contractors adhere to the SPV's integrated site safety programme.
Oversee security contractor on site
C. Environmental Management
Manage the implementation and monitoring of the SPV's Environmental Management System and Environmental Management Plan
Implement and maintain compliance with industry best practice and environmental permits/licences.
Monitor waste management, hazardous substances, oil spill prevention, avian/bat monitoring, and biodiversity requirements.
Liaise with regulators on environmental reporting and inspections
D. Reporting and Compliance
Maintain accurate records of incidents, audits, inspections, and HSE performance indicators.
Prepare monthly and quarterly HSE reports for the Asset Manager, Board, lenders, and the IPP Office.
Support compliance audits and due diligence by lenders, regulators, and insurers etc
E. Emergency Preparedness & Response
Develop, implement, and test emergency response plans (fire, medical, evacuation, environmental incidents).
Coordinate drills with contractors, security, and local emergency services.
Ensure adequate first aid, firefighting, and rescue equipment is in place and serviceable
3. Key Competencies & Skills
Strong knowledge of South African OHS and environmental legislation.
Ability to independently enforce compliance across multiple contractors.
Analytical, auditing, and reporting skills.
Excellent communication and stakeholder engagement abilities.
Proactive, assertive, and resilient under operational pressures.
Computer literacy (MS Office, incident/HSE reporting systems).
4. Qualifications & Experience
Degree in Occupational Health & Safety, Environmental Management, or related field.
SAMTRAC / NEBOSH certification (or equivalent recognized safety qualification).
Minimum 5 years' HSE experience in energy, utilities, or heavy industry.
* Prior experience managing HSEQ/ HSES/ HSE on renewable energy plants

Desired Experience & Qualification

Key Requirements

Degree in Occupational Health & Safety, Environmental Management, or related field

SAMTRAC / NEBOSH (or equivalent recognised safety qualification)

Minimum 5 years' HSE experience in energy, utilities, or heavy industry

Renewable energy plant experience advantageous

Strong knowledge of South African OHS & environmental legislation

Excellent auditing, reporting, and stakeholder engagement skills

Location: (Komani / Sterkstroom / Molteno, Eastern Cape)

Salary: R75,000 per month

Contract: 3 Years
