We are SpecPro Sustainment & Environmental, LLC (SSE), a government contracting and consulting firm supporting several military installations and federal agencies across the U.S.
SSE is seeking a dynamic and detail-oriented Journeyman Environmental Scientist to join our team, providing proactive logistical support to the Air Force Civil Engineer Center (AFCEC) Environmental Management Directorate (CZ) and Environmental Quality (CIE) to include maintaining Division folders and distribution lists, performing quality assurance (QA) & quality control (QC) and proofreading deliverables, performing comprehensive meeting support, and supporting timekeeping and travel for CIE personnel. This position is located at Joint Base San Antonio (JBSA)-Lackland, TX.
What You'll Do:
National Environmental Policy Act Support
ATAAPS - The Contractor shall assist with timekeeping and have access to the Automated Time and Attendance Production System (ATAAPS). The Contractor shall conduct a timekeeper review every pay period within ATAAPS and assist with reviewing all Time & Attendance (T&A) for all Government employees. The Contractor shall identify all errors ("Flags") and communicate these errors to the Government POC and to the flagged Government personnel. The Contractor shall access ATAAPS and verify all flags are reconciled. The Contractor shall build a profile within ATAAPS for each new employee. The Contractor will assign new employees to the appropriate Roster. The Contractor shall promptly and accurately record all exceptions to the employee’s normal tour of duty; ensure that all entries for overtime, compensatory time earned, or holidays worked have been approved or otherwise acted upon by the Government approval authority; and that total hours are correct, before submission to the appropriate Government supervisors’ approval and certification. The Contractor shall assist with retention of timecards, work schedules, overtime requests. The Government shall provide storage space. At no point shall the Contractor certify Government employees Time & Attendance (T&A), approve employee work schedules, or approve leave requests.
MARs - The contractor shall consolidate inputs Monthly Activity Reports (MARs) from the Branches of AFCEC/CIE, ensuring the contents are in the proper format according to MAR instructions provided by the Government. The contractor shall make editorial edits to the MAR to ensure proper grammar and formatting to address any comments from Division leadership. The contractor shall deliver 12 MARs per year.
TMT Support – The Contractor shall check the status of TMT daily for AFCEC/CIE suspense’s and provide the Government with a tasker report. The report shall include a brief description of each tasker, suspense date for each tasker(s), and the status of any on-going taskers. For each new tasker, the Government shall decide which Government POC the tasker shall be assigned to. The Contractor shall process and coordinate the tasker with the Government appointed/approved POC. For taskers with multiple POCs, the contractor shall consolidate Tasker responses into the correct format and submit to the Government. For taskers issued by AFCEC/CIE the Contractor shall create the record within TMT for Government approval and release. The Contractor can anticipate approximately 500 TMT taskings received from other offices outside of AFCEC/CIE on an annual basis
EIAP Program Analytics - The Contractor shall review, interpret, and generate and provide analysis in support of NEPA program goals and metrics. Products shall include excel spreadsheets, PowerPoint presentations and Microsoft word document summaries to capture program health and performance throughout the year.
Data, Documents, and Records Management
Project Tracking - The Contractor shall maintain approximately eight (8) databases for project tracking including the NEPA tracker, the mitigation tracker, the high visibility tracker, and others, as required. The Contractor shall collect the data and compile it into files compatible with AFCEC standards.
Document and Records Management - The Contractor shall assist with consolidating, reviewing, and coordinating comments submitted on documents produced in support of the development of AFCEC/CIE Engineering Analysis (EA) EAs and Engineering Information System (EIS)s
Records Management – On behalf of AFCEC/CIE, the Contractor shall assist in records management IAW the most up-to-date published version of AFI 33-322 Records Management Program. The Contractor shall obtain applicable Air Force records management training at the Contractor's expense and properly identify, store, search, retrieve, and dispose of official records. The Contractor shall identify and store up to 200 records per year. The Contractor is required to close record searches in AFRIMS in accordance with AFMAN 33-363 Publications and Forms Management. The Contractor shall review all records on an annual basis and dispose of records upon Government approval in accordance with the current AFMAN 33-363 Management of Records. The Contractor can anticipate approximately 100 records per year shall require disposition.
Support Strategic Planning for the EIAP (AF NEPA) Assessment Processes - The Contractor shall provide assistance in strategic planning for AFCEC/CIE regarding environmental quality data, reporting, and performance measures that assist the Air Force NEPA program track, report and streamline processes. The Contractor shall assist with generating schedules, work progress reports and updating the NEPA eDASH site. The Contractor shall support work on approximately six (6) program special initiatives to improve EIAP program execution at the direction of the AFCEC/CIE division chief and NEPA Subject Matter Expert.
FOIA Support - The Contractor shall assist the AFCEC/CZIE POC with the preparation of responses to Freedom of Information Act (FOIA) requests IAW DODM 5400.07_AFMAN 33-302 Freedom of Information Act Program. The Contractor shall search and retrieve records required by the FOIA requests. The Contractor shall assist with making redactions of appropriate items in response records; preparing response correspondence; recommending denial of information; and entering relevant information into the AF FOIA tracking system. The Contractor shall assist with up to 30 FOIA requests per year.
Mail Support -The Contractor shall accomplish official mail training IAW Department of Defense Instruction (DoDI) 4525.09 Military Postal Service (MPS) (31 Aug 2018) to prepare and pick up official mail. The Contractor shall obtain applicable training from the Official Mail Center. The Contractor shall pick up mail daily and prepare up to 60 Official Mail items and up to 10 Federal Express packages per year. The Contractor shall not pick up or deliver classified mail.
Contractor shall facilitate support to the USAF Accessible Knowledge Sustainable Resources (ANSR) process within the AFCEC eDASH and CE DASH SharePoint systems, coordinate and relay technical information, knowledge management and expertise to enhance environmental communications across installations, Major Commands and Air Staff Programs.
Contractor shall: Provide ANSR customer service support via email, telephone, and in person; Receive and validate customer inquiries from ANSR and CE DASH; Researching prior inquiries; Coordinate environmental inquiries from CE DASH with Reach Back Center (RBC) and/or appropriate CE personnel; Forward valid inquiries to appropriate subject matter experts; Track follow-ups and responses provided to customer inquiries
PPBE Documentation - The Contractor shall assist the AFCEC/CIE Program and Program Managers in providing general EIAP PPBE assistance including providing support for the yearly PPBE cycle process, yearly execution plan, proper filing of contract documents, assisting in integrating execution strategies and documents to ensure acquisition schedules are met, and general PPBE support.

Education: BA/BS in environmental, biology, health, science, math or engineering backgrounds; MS preferred or equivalent work experience
