Core Duties/Responsibilities:
- Supports transportation and other projects requiring compliance with the National Environmental Policy Act (NEPA), including Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements for transportation or other infrastructure (water, wastewater, etc.) projects in accordance with Texas Department of Transportation or other state/federal agency standards.
- Building traffic noise models in Traffic Noise Model (TNM) software.
- Application and knowledge of roadway design and concepts to assist with noise impacts and how they apply to TNM application and analysis.
- Support highway traffic noise assessments, identify potential noise receivers, potential ambient noise measurement sites, and potential field validation sites.
- Extract spatial data and traffic data from various sources for noise modeling.
- Collect traffic noise data. Operate a sound meter and relevant software.
- Summarize findings in technical reports. Serve as peer and/or QC reviewer for any analyses performed by other staff.
- Require occasional short-term/overnight travel for fieldwork and meetings. These are generally in Texas and Oklahoma but may include other locations as necessary.
- Perform other related duties as necessary
- Leading and/or assisting in public and agency outreach, including noise workshops and noise-related public involvement efforts. Serves as a subject matter expert on noise at these events.
- Working with an interdisciplinary team of technical specialists.
- Providing support and mentorship to entry and junior staff regarding noise analysis.
- Assisting with proposals and business development.
- Stays up to date on regulatory changes and establish working relationships with regulatory officials.
- Participate in client functions, trade shows and conferences.
Qualifications:
- Bachelor’s or Master’s degree in environmental sciences, transportation planning, environmental planning, GIS or similar discipline/closely related field
- Minimum 7 years of related consulting or agency experience, specifically related to traffic noise analysis and modeling
- TNM 2.5 training certification
- TxDOT Precertification in 2.1.1 (Traffic Noise Analysis)
- DOT experience, with TxDOT traffic noise guidelines preferred.
- Traffic noise analysis of at least 5 highway projects in the past 5 years is desired, one of which should be complicated and include traffic noise barriers. Urban and/or projects on new locations are a plus. Experience in facilitating and leading noise workshops is also a plus.
- Experience in using sound level meter software used for DOT-related traffic noise analysis
- Able to lift boxes no heavier than 30 pounds, climbing stairs and ladders, driving, walking standing and above head arm movements
- Competence in Microsoft Word, Excel, PowerPoint and Project, ArcGIS
- Candidate must provide examples of traffic noise studies performed and approved by DOT.
- Knowledge and familiarity with devices and tools for data entry in application interfaces and use of GIS software with ESRI products (ArcGIS Pro/ArcMap)
- Excellent written, verbal, and interpersonal communication skills
- Strong analytical and problem-solving skills
- Communicate and coordinate effectively with the project team and clients
- Valid driver's license is required
The Ideal Candidate Would Also Have:
- Application of noise analysis for federal and/or non-transportation projects, e.g. US Coast Guard, US Army Corps of Engineers, etc.
- Multi-discipline experience, such as air quality, natural resources, hazardous materials, etc. for transportation and water resources projects
