Description
As the Policy & Strategy Manager, West, you will lead the strategy and execution of Fervo’s state-level policy and regulatory initiatives. You will proactively identify legislative and regulatory opportunities that advance Fervo’s commercial objectives. Reporting to the Director of Government Affairs & Policy, you will manage a team of state policy leads, ensuring on-the-ground efforts align with corporate priorities across a range of issue areas.
You will represent Fervo as a subject matter expert to both internal & external stakeholders on topics including power sector regulation, energy markets, transmission planning, natural resource leasing, and economic development. This role operates in a dynamic, high-visibility environment and requires a collaborative, bipartisan approach. You will work cross-functionally with executive leadership and teams across origination, strategy, development, land, and communications.

Responsibilities
- Strategy & Advocacy: Define and execute state-level policy priorities and advocacy strategies across Western states, spanning regulatory, legislative, and ISO/RTO market engagement.
- Thought Leadership: Develop region-specific policy proposals and high-quality advocacy materials that position Fervo as a recognized industry leader.
- Subject Matter Expertise: Maintain deep expertise in state utility regulation and regional energy systems as they relate to Fervo’s commercial strategy.
- Team Leadership: Lead, mentor, and manage state policy leads to support professional development, ensure alignment with corporate priorities, and deliver high-impact policy outcomes.
- Relationship Management: Build and maintain strong relationships with state policymakers, NGOs, trade associations, and senior government officials.
- External Resource Management: Oversee external lobbyists and consultants to ensure effective coordination and deployment of resources across the region.
- Internal Collaboration: Partner with the Director of Government Affairs & Policy to educate internal stakeholders on regulatory developments and develop company policy positions informed by cross-functional input.
Required Qualifications
- 7+ years of experience in state-level energy policy, utility regulation, government relations, or legislative policymaking
- Demonstrated track record of securing meaningful energy policy outcomes in state regulatory or legislative settings
- Deep understanding of Western states’ power sector operations, market design, and political environments
- Proven ability to lead complex, high-stakes engagements with senior government officials and diverse stakeholder groups
- Experience with, and enthusiasm for, people management and multi-stakeholder policy campaigns
- Strong written and verbal communication skills, including the ability to translate regulatory and policy concepts for internal audiences
- Ability to travel up to 50%
- Intellectual curiosity, diplomacy, adaptability, and a sense of humor
Preferred
- Working knowledge of analytical tools used in electric resource planning and reliability studies
- Experience in the energy sector (subsurface or electricity) or project development
- Established relationships with electric sector policy stakeholders in Western states, particularly California
Location
Fervo Energy is headquartered in Houston, TX, with growing offices in Oakland, CA; Golden, CO; Reno, NV; and Salt Lake City, UT. This position is eligible for hybrid work flexibility and is open to candidates based in Houston, Oakland, Salt Lake City, or Golden, with a strong preference for Houston or Oakland. Regular in-person presence at one of Fervo’s office locations will be required.

Fervo Energy is providing the compensation range and general description of other compensation and benefits that the company in good faith believes it might pay and/or offer for this position based on the successful applicant’s education, experience, knowledge, skills, and abilities in addition to internal equity and geographic location. Expected Salary: $145,000 – $210,000 based on location and experience.
