Job Description and Duties
Under direction of the Construction Manager (a Supervising Transportation Engineer), incumbent will perform a wide variety of difficult and complex transportation engineering work. Serves as the licensed professional Senior Resident Engineer on large and/or complex construction projects delivered under alternative delivery methods and/or valued in excess of $30 million. Will assign work, give instructions, make decisions on difficult engineering and administrative problems in connection with directing work on various transportation projects.
Eligibility for hire may be determined by your score on the Senior Transportation Engineer, Caltrans exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquarters location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquarters location will be the responsibility of the selected candidate.

Position located at 1976 E Dr. Martin Luther King Jr. Blvd, San Joaquin County. Multiple positions may be filled from this recruitment. Job will have exposure to night work, field work, earthwork, paving operations, lab work, fog, weather conditions, chemicals, lab conditions, equipment, machinery, heat, cold, dust, gas, fumes, outdoor conditions, indoor conditions, humidity, and high decibels of noise. Hardhat and safety vest or approved safety shirt, and eye protection must be worn at all times in the field, no exceptions. Incumbent must work with a variety of materials including testing equipment. While at the Construction office employees will normally work in a climate‑controlled office under artificial light. However due to periodic problems with the heating and air conditioning, the building temperature may fluctuate. Workload may subject employee to night work, flexible hours, frequent changes of shift, frequent changes of work hours and workdays, and geographic transfer. Travel is required. A valid California driver’s license is desired. Incumbent may be required to travel on short‑term and/or long‑term expense. Vacations may be restricted during peak times. Overtime may be required.

Special Requirements
- This position(s) requires(s) a valid Professional Engineering License issued by the California Board of Registration for Professional Engineers for appointment.
- Possession of a valid driver’s license is required when operating a state owned or leased vehicle.
A Statement of Qualifications (SOQ) is required and must be submitted along with your State application. The SOQ is a discussion of how an applicant’s education and experience meet the evaluation criteria below and qualify them for the position. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing. You must include specific examples addressing each of the evaluation criteria listed below. The SOQ must not exceed two (2) pages in length and written in no less than 12‑point font. Each evaluation criteria must be addressed separately and in order.

Evaluation Criteria:
- Ability to communicate effectively, both orally and in writing (including presentations) and competently represent the Department.
- Knowledge and experience tracking and monitoring cost, scope and schedule of projects and operating budgets.
- Knowledge and experience of Construction Contract Administration and Job Order Contracts.
- Experience and ability to lead teams.
