Key Responsibilities:
Pre-Award / Tendering & Procurement
- Review RFQ and tender packages to fully understand technical scope, specifications, schedule, and commercial requirements.
- Prepare clean-sheet cost estimates and establish benchmark prices for various RFQ scopes.
- Develop subcontracting strategies aligned with project objectives, risk profile, and market conditions.
- Float enquiries to qualified subcontractors and suppliers.
- Coordinate with engineering, planning, and project teams to clarify scope, interfaces, and assumptions.
- Collect and organize subcontractor offers within defined timelines.
- Perform technical, commercial, and scope evaluations of received offers.
- Prepare detailed price comparison statements, cost breakdown analyses, and value-for-money assessments.
Negotiation & Award
- Lead negotiations with subcontractors to achieve prices aligned with benchmark and target costs.
- Negotiate commercial terms and conditions, payment milestones, warranties, liquidated damages, and risk allocation.
- Ensure subcontractor compliance with contractual, technical, HSE, and quality requirements.
- Secure subcontractor commitment for resources, schedule, and execution capability.
- Prepare award recommendations and present to management for approvals.
- Finalize contracts and place work orders in line with approved terms and project requirements.
Post-Award / Contract Management
- Manage subcontracts post-award to ensure compliance with contractual obligations.
- Monitor subcontractor performance related to cost, schedule, quality, and safety.
- Handle variations, change orders, claims, and disputes in coordination with project and legal teams.
- Support project teams in progress measurement, payment certification, and milestone achievement.
- Ensure timely closure of subcontracts, including final accounts and documentation.
Stakeholder & Management Interface
- Act as a key interface between project teams, subcontractors, and management.
- Prepare reports, dashboards, and presentations for internal reviews and management decision-making.
- Support continuous improvement of subcontracting processes, cost databases, and vendor performance records.
Project Scope
- Utility-scale and/or commercial renewable energy projects including:
- Solar PV (EPC, civil, electrical, mechanical, O&M-related subcontracts)
- Battery Energy Storage Systems (BESS)
- Wind (civil works, electrical works, balance of plant, logistics, etc.)
Qualifications & Experience
- Bachelor’s degree in Engineering, Quantity Surveying, Construction Management, or related discipline.
- 8–15 years (adjust as required) of experience in subcontract management, procurement, or commercial roles, preferably in renewable energy or large infrastructure projects.
- Strong experience in cost estimation, benchmarking, and contract negotiations.
- Familiarity with EPC contracts and standard forms of contracts.
- Strong commercial acumen and risk management capability.
