The top salary range for this position currently reaches $105,919.88, PLUS, an excellent benefits package! The
position will receive a 5.0% salary increase in July 2026 and July 2027; bringing the top step salary to $116,776.67.

Under general direction of the Environmental Compliance Specialist performs a variety of technical and professional environmental and regulatory compliance assignments, with emphasis on implementation of the National Pollutant Discharge Elimination System (NPDES) MS4 Permit.
SUPERVISION RECEIVED AND EXERCISED:
Supervision is provided by Environmental Compliance Specialist.
Essential Job Functions
Essential job functions may include, but are not limited to, the following: (These functions may not be present in all positions in this classification. Performs field stormwater pollution prevention inspections of industrial and commercial businesses, Fats Oil and Grease (FOG) food service facility inspections and conduct audits of City operations; conducts follow-up inspections and assists with enforcement action; maintains records of inspections, violations and corrective actions; assists in organizing and participating in outreach activities to specific business sectors, schools, community groups and the general public; participates in water conservation/water awareness outreach events; responds to illegal discharge/connection incidents, which may result in occasional irregular hours; assists with response to spills, illegal discharges and odor complaints; conducts investigations and prepares reports; may conduct sampling and/or perform chemical and physical field tests of a suspect discharge; may participate in activities related to the monitoring, reporting, and protection of drinking water supply; may be assigned special projects; and performs other related duties as assigned. Attendance is an essential function of this position.
Qualification Guidelines
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities, and enable the individual to successfully perform the essential job functions of the position. A typical combination is:
Experience and/or Education:
Possession of an Associate's Degree from an accredited college or university in Public Administration, Environmental Studies or a related field; two years of experience in inspection work related to stormwater and sewer compliance in a private or public environment, preferably with some municipal government experience.
Additional related education may be substituted for the required experience on a year-for-year basis.
Knowledge of:
Federal, state, regional and local laws and ordinances pertaining to stormwater and environmental protection; Implementing FOG programs.
Ability to:
Conduct complex and technical field inspections and administrative work; interpret and apply laws, ordinances, regulations and policies; work independently; exercise sound judgment within established guidelines; communicate clearly, concisely and effectively, orally and in writing; establish and maintain effective working relationships with staff, management, and public and private representatives; operate computer-based software and electronics.
Licenses and Certificates
Possession of a valid California driver's class C license and ability to maintain a satisfactory driving record are required.
Physical Demands:
Ability to lift up to 25 pounds; prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office and outdoor activities; grasping, repetitive hand movement, and fine coordination in retrieving and entering data using a computer keyboard; near and far vision in reading work related documents and using the computer, and acute hearing is required when providing phone and personal service; and get from one location to another in the course of doing business.
Work Environment:
Work is performed outdoors and in a standard office setting. Employee will be required to travel to different locations and may be exposed to inclement weather conditions, noise, vibration, or dust or potentially hazardous chemicals. Noise level in the work environment is usually moderate but the employee may occasionally be exposed to loud talking and interruptions from telephones and/or members of the public.

SELECTION PROCESS:
