Environmental Consultant (37950016) – Office of Water Policy & Ecosystems Restoration (OWPER), Everglades Restoration – Water Quality. The selected candidate will join a multidisciplinary team that implements Department policy, programmatic, technical, and regulatory responsibilities under several Everglades restoration efforts, including the Comprehensive Everglades Restoration Plan (CERP), Everglades Forever Act (EFA), and the Northern Everglades and Estuaries Protection Program (NEEPP). This position provides technical support to Everglades planning, permitting and compliance activities by evaluating, interpreting, and reporting water quality data specific to the Everglades ecosystem. It requires frequent participation in intra‑ and interagency teams and working groups and is involved in the implementation of Innovative Technology Grants to prevent, combat, and clean‑up harmful algal blooms. The incumbent reports to the Everglades Water Quality Technical Manager, works 30‑40 hour weeks, Monday‑Friday, core hours 9 AM – 3 PM on site.
This position provides technical support for planning, permitting and compliance activities, including generating daily South Florida system updates, reviewing permit application materials and water quality monitoring plans, reviewing regulatory reports, and statistically analyzing and illustrating water quality, biological and hydrological data for the greater Everglades ecosystem. It will assist in writing Chapter 3 of the annual South Florida Environmental Report. Other duties include participation in interagency meetings and working groups with Federal and State partners and local stakeholders, including the Restoration Coordination & Verification team (RECOVER) and Project Delivery Teams (PDT). The position also supports the Office of Water Policy and Ecosystems Restoration on the Everglades Technical Oversight Committee and the program’s quality assurance system, conducting technical reviews of Innovative Technology Grant deliverables, including Quality Assurance Project Plans (QAPPs).
Required Knowledge, Skills, and Abilities: Knowledge of statistical theory, 62‑302, FAC and 62‑160, FAC. Skill in use of Microsoft Office Suite, particularly Outlook, Word, Excel, Access, and SharePoint. Strong communication (verbal and written), time management, organizational skills, ability to analyze and interpret water quality and environmental data, synthesize data into reports and presentations, determine work priorities, establish and maintain effective working relationships, work independently and in a team, understand and apply applicable rules, regulations, policies, and procedures, and operate personal computers and appropriate software for word processing and data analysis.
Minimum Qualifications: Valid driver’s license. At least six years of verifiable related experience. Post‑secondary degrees may be used as an alternative for the required experience on a year‑for‑year basis. Credential evaluation report required for foreign degrees. Travel as required.
Preferred Qualifications: Degree in engineering, environmental science, or a natural science. Experience in project management, professional writing, environmental policy and/or permitting procedures. Excellent organization and time management skills. Knowledge of 62‑302, FAC and 62‑160, FAC. Knowledge of biological, chemical, and physical processes related to the evaluation of proposed activities affecting the greater South Florida ecosystem. Intermediate or advanced skills in Excel, Word, PowerPoint and Outlook.
