Job Description and Duties
Under the general direction of a Supervising Transportation Engineer, the Senior Transportation Engineer (Specialist) serves as the LA28 Beautification and Roadside Program, Resource, and Contract Manager, overseeing the planning, execution, and administration of beautification and safety enhancement projects on the State Highway System. The incumbent leads multidisciplinary teams in delivering LA28 Beautification projects through Job Order Contracting (JOC) and Director’s Orders (DO), ensuring alignment with approved scope, schedule, and budget. Responsibilities include managing contract development and life cycle activities, coordinating with internal and external stakeholders, and representing the Department in community engagement and scope negotiations. The incumbent also oversees other State Highway beautification and safety projects in coordination with district offices and stakeholders, reporting to the Deputy District Director of Maintenance. Additional duties include monitoring project progress, resolving technical and budgetary issues, developing resource workplans, maintaining accurate contract records, and facilitating timely contract execution in collaboration with the Division of Procurement and Contracts (DPAC). The position requires a high level of independence and may involve irregular shifts, including nights, weekends, and holidays, as well as emergency response availability. A valid Class C driver’s license and California Civil Professional Engineer (PE) is required.
Eligibility for hire may be determined by your score on the SENIOR TRANSPORTATION ENGINEER, CALTRANS exam. Working Conditions
Position located at 100 S. Main Street Los Angeles, CA 90012, Los Angeles County. Multiple positions may be filled from this recruitment. The Program Manager will work in a climate‑controlled office environment with artificial lighting, telework, or a combination of both. The incumbent may participate in meetings and discussions with other agencies or external parties, some of which may involve challenging interactions. Travel and fieldwork will be required for off‑site meetings and project site visits, which may involve exposure to dirt, noise, uneven terrain, extreme weather conditions, and proximity to live traffic. The incumbent may also be required to conduct site or activity reviews near active roadways. When operating a state vehicle, a valid Class C driver’s license is required. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in‑person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
