Licensed Resident Engineer - RANGE D
Job Description and Duties
Under direction of the Area Senior Construction Engineer (a Senior Transportation Engineer), incumbent will perform a wide variety of difficult and complex transportation engineering work. Serves as the licensed professional resident engineer on construction projects. Will assign work, give instructions, make decisions on difficult engineering and administrative problems in connection with directing work on various transportation projects. A valid Professional Engineering License (Civil) required for Range D appointment.
Candidates are required to review the Minimum Qualifications (MQs) for this classification. If you meet MQs under Pattern II and require the TE Civil in‑person written hurdle exam, DO NOT TAKE the TE Civil online exam prior to passing the written hurdle. Candidates who take the TE Civil online exam prior to passing the written hurdle may negatively impact their hiring eligibility. Eligibility for hire may be determined by your score on the Transportation Engineer (Civil) exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Special Requirements
- Possession of a valid driver’s license is required when operating a State owned or leased vehicle.
- Appointment to Range D requires a valid Professional Engineering License (Civil) issued by the California Board of Registration for Professional Engineers. For all other ranges, a PE license is not required.
- Statement of Qualification (SOQ) is required.
The Statement of Qualifications (SOQ) serves as documentation of each applicant's ability to present information clearly and concisely in writing. The SOQ must be typed, no more than two pages in length, and 12‑point Arial font.
Knowledge of:
- Contract administration paperwork and documentation.
- Caltrans Construction Manual, Standard Specifications and Special Provisions.
- Highway and bridge construction, design engineering and cost estimating.
Ability to:
- Administer construction contracts. Has knowledge of Caltrans Plans and Specifications, and ability to interpret and enforce contract documents, and monitor expenses.
- Serve as a lead worker, coordinate/assign work and provide direction to staff.
- Communicate with Contractors to provide direction and resolve conflicts.
- Develop and maintain cooperative working relationships and be an effective team member.
- Obtain or possess a CA Professional Engineer License (if not currently licensed, state if examinations have been started, or expected date to begin examinations).

Individuals who are eligible for a Training and Development assignment may also be considered for this position(s).
