Job Description and Duties
Under direction of the Area Senior Construction Engineer (a Senior Transportation Engineer), incumbent will perform a wide variety of difficult and complex transportation engineering work. Serves as the licensed professional resident engineer on construction projects. Will assign work, give instructions, make decisions on difficult engineering and administrative problems in connection with directing work on various transportation projects.
Eligibility for hire may be determined by your score on the Transportation Engineer (Civil) exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Position located at 530 W 16th St. Suite D. Merced, Merced County. Multiple positions may be filled from this recruitment. Job will have exposure to night work, field work, earthwork, paving operations, lab work, fog, weather conditions, chemicals, lab conditions, equipment, machinery, heat, cold, dust, gas, fumes, outdoor conditions, indoor conditions, humidity, and high decibels of noise. Hardhat and safety vest or approved safety shirt, and eye protection must be worn at all times in the field, no exceptions. Incumbent must work with a variety of materials including testing equipment. Workload may subject employee to night work, flexible hours, frequent changes of shift, frequent changes of work hours and workdays, and geographic transfer. Incumbent may be required to travel on short‑term and/or long‑term expense. Vacations may be restricted during peak times. Overtime may be required.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in‑person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquarters location, primary residence, and may be subject to CalHR regulations or applicable bargaining‑unit contract provisions. All commute expenses to the headquarters location will be the responsibility of the selected candidate.
The Caltrans Transportation Engineer (Civil) Rotation Program is a mandatory 24 month to 33 months rotation assignment for all permanent, full‑time Transportation Engineer (Civil) employees that have completed their probationary period hired by Caltrans Districts after June 22, 2018, or an earlier date as determined by the Districts. The purpose of the Rotation Program is to provide opportunities for employees and Caltrans to benefit by participating in a standardized process that systematically engages newly hired engineers. Participants will develop well‑rounded project delivery knowledge, skills, and abilities by rotating through diverse project delivery functional units. The Rotation Program includes mandatory core assignments in Design and Construction units, as well as a mandatory elective assignment. Each rotation assignment is typically between 6 to 12 months and will be based on workload needs and the employee’s goals. Assignments may involve long‑term travel and can be located throughout the state.
In addition to the Caltrans Transportation Engineer (Civil) Rotation Program, an incumbent may be required to go on loan to another project delivery function when there are temporary or peak staffing needs in those areas.
Special Requirements
- The position(s) require(s) a Professional Civil Engineering License. You will be required to provide a copy of your license prior to being hired.
- Appointment to Range D requires a valid Professional Engineering License (Civil) issued by the California Board of Registration for Professional Engineers. For all other ranges, a PE license is not required.
- Statement of Qualifications (SOQ) required.

Desirable Qualifications
- Storm Water Pollution Prevention Plans (SWPPP); Cal/OSHA safety regulations; methods, materials, tools and equipment used in highway and bridge construction
- Knowledge of the various influences of transportation facilities and systems on the environment
- Testing of materials; principles and practices used in utility relocation; scheduling; critical path method (CPM) scheduling; and safety practices
- Knowledge of contract administration paperwork and documentation
- Analytical skill to determine if construction work meets specification requirements and to interpret plans and specifications correctly
- Work under considerable independence and make judgment calls as to when issues, problems, or contract clarifications needs to be elevated to the Construction Engineer
- Ability to communicate effectively, both verbally and in writing
- Able to concentrate, formulate effective strategies, be multi‑tasked, adapt to changes in priorities, and complete complex task or projects with short notice
- Ability to resolve emotionally charged issues reasonably and diplomatically
- Ability to evaluate work methods and traffic conditions closely, both before and during the work, to assure safety
