Job Description and Duties
Under the direction of the Supervising Transportation Engineer, the incumbent is responsible for planning, organizing, coordinating, and managing a branch and multi-disciplinary teams which consist of staff from various divisions within Caltrans to develop standards, procedures, and tools for implementing Building Information Modeling for Infrastructure (BIM4I) design practices for delivering digital 3‑D models of existing, new, and improved highway assets for project development and delivery. The incumbent serves as single focal point for the Design Division on technical and administrative issues with digital design modeling procedures, processes, and tools. The incumbent represents the Design Division to work in close partnership with executive, management level staff, design staff, functional units in the district and headquarters divisions, as well as internal and external partners, to develop a strategic approach and implementation plan to develop and deliver 3‑D highway assets models for project delivery. The incumbent is the Design Subject Matter Expert on digital 3‑D model‑based project development and delivery practices. The incumbent supervises, manages, organizes, leads, and directs engineering and non‑engineering staff.

The Statement of Qualifications (SOQ) serves as documentation of each applicant's ability to present information clearly and concisely in writing. The SOQ must be typed, no more than two pages in length, and 12‑point Arial font.
1. Demonstrated knowledge of and experience in Caltrans project development and design procedures, processes, and activities for highway and structure projects.
2. Demonstrated knowledge of and experience in Caltrans statewide standards, policies, procedures, guidelines, and practices for using computer‑aided design and drafting software to produce designs of highways and/or structures.
3. Demonstrated knowledge of and experience to effectively develop, lead, and supervise complex programs and teams consisting of internal and external multi‑disciplinary professional staff to achieve desired program goals and outcomes related to Caltrans highway design.
4. Demonstrated ability to and experience in developing and implementing organizational and process improvements, quality and performance improvement, and innovative solutions to meet Caltrans project delivery goals, priorities, and performance outcomes in a timely manner.
5. Demonstrated ability to initiate and maintain positive working relationships using tact and diplomacy with all ranges of management levels within Caltrans, internal and external partners including federal, state, and local agencies, contractors, consultants, industry groups, and the business community.
