Summary
Responsible for implementing the City’s Industrial Waste and Monitoring Pretreatment Program in compliance with local, federal, and state regulations.
Essential Functions
- Conduct technical review of permit applications, sampling data, enforcement actions, and inspections of industrial facilities to verify compliance with pretreatment standards.
- Supervises, trains, and meets with staff regularly to discuss workloads, priorities, and compliance issues.
- Supports education initiative for regulated users, including food establishments.
- Maintain accurate databases, tracking systems, and documentation to ensure regulatory defensibility.
- Perform other duties as assigned.
Qualifications
Completion of a bachelor's degree in environmental science, biology, toxicology, chemistry or a related with an additional three years experience in an environmental field; or any combination of relevant education and experience which provides the following:
Knowledge of CFR’s and TCEQ regulations pertaining to pre-treatment programs.
Experience with pretreatment program implementation, compliance with federal, state, and local regulation, and industrial processes.
Ability to obtain a Wastewater “B” License.
Must obtain HAZMAT certification.
Valid TX Driver's License

Knowledge and Abilities
Knowledge of:
- Wastewater chemistry, treatment processes, and technologies is essential for evaluating industrial discharges and ensuring regulatory requirements are met.
- Proper sampling techniques, laboratory analysis, and data interpretation to assess the quality of wastewater discharges.
- Fats, Oils, and Grease program.
- Technical drawings and/or blueprints.
Ability to:- Interpret complex federal and state environmental regulations.
- Identify compliance issues, investigate their root cause, and develop effective solutions to address them.
- Establish and maintain an effective working relationship with other staff members and the public.
- Communicate effectively with others verbally and written.
Physical Requirements:- Frequently lift and carry up to 10 pounds and occasionally lift and carry up to 25 pounds.
- Continuously walk and stand during the shift.
- Occasionally climb stairs, ladders, and other inclined surfaces.
- Frequently bend and kneel during the shift.
- Frequently push and pull objects.
- Frequently flex upper trunk forward at the waist and partially at the knees.
- Occasionally rotate upper trunk to the left or right while sitting or standing.
- Place arms above, at, or below shoulder height.
- Coordinate eye, hand, and foot movement in order to operate a vehicle.
