This position has duties that require highly responsible, independent technical and administrative duties associated with the Industrial Pretreatment Program (IPP) functions and projects. Advanced supervisory work in coordinating and supervising a number of crews in performing general environmental compliance inspections, field operations, and internal and external complaint response.
Essential Job Functions
Performs the entire range of both routine and specialized tasks in technical field and office work relating to regulatory compliance on wastewater systems, services and monitoring projects; specializes in collection and analysis projects in managing and monitoring industrial contributors to the wastewater collection for the County. Collaborates with environmental compliance, regulatory compliance programs and the safe and efficient operations of Pasco County's wastewater utility systems. Plans, organizes, and directs the work of employees engaged in the fats oils and grease (FOG) and industrial pretreatment program (IPP). Supervises staff to ensure accurate and timely inspections, response to complaints, and in reporting to local, state, and federal agencies. Oversees program(s) record retention. Routinely inspects work in progress and completed projects to ensure that established methods and safety procedures are followed. Trains workers in proper work methods and safety procedures to be followed. Updates staff with any changes in policy, rules, and regulations that fall under the scope of environmental compliance. Supervises the maintenance, calibration, and operation of the tools and equipment to perform job tasks. Inspects work areas to determine type of work required and the personnel, materials, and equipment to be used. Coordinates installation, repair, and maintenance assignments with County departments and other agencies. Submits requisitions for equipment and materials. Controls the storage and issuance of major items. Trains, counsels, and evaluates the performance of subordinate employees. Instructs subordinate employees in proper work methods and practices, and makes periodic inspections to ascertain that established methods and practices are followed. Responds courteously and effectively to complaints from the general public, county and state agencies. Ability to lift and/or move up to 80 pounds and also push or pull heavy objects. Performs related work as required.

- Ability to establish and maintain effective working relationships with employees, other agencies, and the public.
- Knowledge of local, state, and federal regulations pertaining to Industrial Pretreatment, and FOG programs.
- Knowledge of database management and computer tracking programs.
- Ability to understand, interpret, and effectively carry out written and oral instructions.
- Ability to maintain, calibrate and operate the tools required to perform the job tasks.
- Ability to collect, organize and evaluate field data.
- Ability to supervise.
Minimum Requirements
PHYSICAL SKILLS/WORKING CONDITIONS: Ability to lift and/or move up to 80 pounds and also push or pull heavy objects. May use a handling device (dolly, cart, etc.) or work with another team member to lift and/or move excessively heavy objects. Ability to communicate effectively using verbal, written and visual communication. Ability to frequently bend, climb, walk, stoop, and squat.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from high school or possession of an acceptable equivalency diploma and four (4) years of experience in general local, state, and federal compliance inspection programs (FOG, and IPP), and escalated enforcement operations. Two (2) years of experience as a foreman or supervisor of maintenance or construction personnel.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Must have completed the OSHA 40 hour HAZWOPER certification program and maintain current eight (8) hour refresher.
