Employee will be assigned to the Division of Mining & Reclamation’s, Hydrologic Protection Unit, Coal Related NPDES Permitting Section, (Article 11). Under Administrative Direction, performs professional work at the managerial level supervising a staff of professional, technical and administrative personnel.
Employee will plan, organize, implement, monitor and control the activities of this staff to ensure that the permit review unit operates in an efficient and economical manner. Will coordinate the activities of the permitting unit with other divisions, offices and entities to promote cooperation and the establishment of common goals. The work requires application of scientific principles, a working knowledge of the current federal and state regulations and laws as well as program planning techniques as it relates to NPDES and 401 Certification issues.
Candidate must foster an environment of customer service, internally and externally, to achieve common goals effectively and efficiently. Communicate with a broad spectrum of industry, consultants, agency personnel, other regulatory agencies, and the general public. Chair meetings with WVDEP staff and company officials/consultants from the regulated community on NPDES related issues. Candidate must be able to attend conferences, Pre-inspections and public hearings when necessary.
Employee will perform other duties as required.
Notes:
Employee may be required to perform physical reviews of NPDES permit applications.
Applicants must have good written and oral communication skills and must be able to communicate effectively with a broad spectrum of applicants, agency personnel and the public.
Computer skills, to include the use of databases, are necessary.
Regular attendance is an essential part of this position.
Qualifying applicants will be required to complete an internet-based profile assessment to compare the applicant's thinking and reasoning skills, behavioral traits and the occupational interests against the traits determined to be important to the posted position.
The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to being hired and annually thereafter or as needed.
All new employees that are involved with Specific DEP programs subject to the Surface Mining Control and Reclamation Act (SMRCA) of 1977 must file prior to final appointment and annually thereafter, a Statement of Employment and Financial Interest (OSM 23).

Minimum Qualifications
Training: Master's Degree from an accredited college or university.
OR
Substitution: Additional experience as described below may substitute for the required training at a rate of one (1) year of experience for every fifteen (15) semester hours of graduate training and/or every thirty (30) semester hours of the undergraduate training.
AND
Experience: Four (4) years of full-time or equivalent part-time paid experience related to the specialty area.
