Position Summary:
The position Waste to Energy (WtE) Environmental Manager is accountable to the Regional SHEQ Manager and Plant Manager and to direct and report upon the adherence of all operations to primary legislation, codes of practice and regulation, conformity to external and internal policies and procedures covering the requirements of the Florida Department of Environmental Protection (FDEP), Environmental Protection Agency (EPA), and local authorities to the WtE Facility and Regional Team and to provide advice, support and assistance to all related operations to achieve those standards and policy requirements.
Primary Duties and Responsibilities:
Environmental Compliance
· Perform all duties safely and in accordance with policies, procedures, and regulations.
· Oversee site Environmental performance and ensure compliance with all Air, Solid Waste, Water and local site permitting. Expertise in waste-to-energy technologies, process control systems, and emissions monitoring is essential.
· Develop, implement, and periodically review plans and procedures to sustain operational compliance and to mitigate environmental impact such as site Waste Control Plan and SPCC plan.
· Oversee continuous emissions monitoring data review, validation, and reporting.
· Supervise daily operations, including staff and processes, to maintain efficiency and environmental performance.
· Proactively work with operators to resolve and prevent environmental issues.
· Interact with facility Compliance Management System to record and document all routine compliance inspections and activities.
· Monitor environmental permits, ISO standards, and audit outcomes; drive corrective actions. The ability to analyze data, identify inefficiencies, and implement effective solutions is critical.
· Maintain up-to-date IMS and compliance documentation; report key metrics to leadership.
· Leading and overseeing projects from conception to completion, ensuring they are delivered on time and within budget while meeting environmental requirements.
Regulatory Compliance & Reporting
· Prepare and submit all site environmental permit reporting such as quarterly, semi-annual, and annual Title V air reports.
· Coordinate environmental inspections, audits, and assessments to ensure compliance with environmental regulations and standards.
· Interpret environmental legislation and monitor facility conditions to ensure continuous compliance.
· Collaborate with site and senior management on permit requirements and compliance strategies.
· Assist with permit renewals, amendments, and modifications as required.
· Communicate with regulatory bodies (e.g., FDEP, County, EPA); report enforcement actions as needed.
· Represent the company in regulatory meetings and forums when required.
Team Leadership & Development
· Mentor staff and ensure alignment with company policies and compliance standards.
· Establishing and tracking of site environmental performance goals and tracking performance metrics.
· Provide environmental training to employees at all levels of the organization.
Risk & Financial Management
· Identify and manage operational, environmental, and strategic risks.
· Develop cost-effective risk mitigation strategies.
· Oversee contracts with engineering firms, consultants, and other environmental service providers.
· Propose annual Environmental compliance budgets; monitor spending, and financial performance.
Communication & Stakeholder Engagement
· Maintain accurate records and documentation.
· Communicate effectively with internal teams, customers, contractors, and regulatory agencies.
· Collaborate with other departments to integrate environmental considerations into decision-making processes.
· Facilitate and participate in compliance-related meetings and public forums.
Other Key Responsibilities
· Contribute to development of ISO management systems (e.g., 9001, 14001, 45001, 50001).
· Sustain 100% compliant environmental performance across the facility.
· Apply knowledge of Waste-to-Energy or similar industries.
· Demonstrated ability to lead multidisciplinary teams and drive compliance initiatives.
Required Skills & Experience:
· Bachelor’s degree in environmental science, environmental management, or related field.
· Proven experience in environmental management, including knowledge of environmental regulations and standards associated with WtE operations.
· Strong analytical and problem-solving skills.
· Ability to work independently and as part of a team.
· Attention to detail and organizational skills.
· Certification in environmental management (e.g., Certified Environmental Professional) is a plus.
