The Project
Equitix Management Services Limited (EMS) provides management services to Cascade Infrastructure Limited (CIL), a consortium comprising Equitix and STRABAG joint venture partners that has been appointed by United Utilities (UU) to deliver the Haweswater Aqueduct Resilience Programme (HARP).
HARP is a multi-billion-pound infrastructure project to upgrade the water supply apparatus carrying water from the Haweswater reservoir to Greater Manchester. The project involves the construction of approximately 50km of bored tunnels along the existing 110km aqueduct, originally built in the 1950s.
Post-construction, UU will operate the aqueduct, with the CIL responsible for major maintenance of the new tunnel sections for 25 years.
Service Objective
Adopt a clear ESG strategy that ensures due consideration and action happens across environmental, social and governance related areas.
Role Overview
• Develop and co-ordinate CIL's Environmental Strategy and Plan.
• Environmental management and CIL supply chain oversight.
• Actively manage relationships with the Environment Agency, alongside the CIL supply chain.
• responsible for the maintenance of and compliance with ISO 14001.
• Environmental data collection, analysis and reporting; e.g. carbon emissions.
• Waste data collection, analysis and reporting.
• Oversight of environmental obligations which CIL has within the Consents register.
• Co-ordinate and manage interaction with the UU environmental team.
• Oversight of environmental elements of Design Data which need to be submitted to UU.
• Prepare environmental reporting to CIL, UU and the lenders.
• Conduct environmental assessments, and develop and implement policies in line with shareholder and lender environmental requirements.
• Ensure achievement of the Environmental related KPIs in Schedule 17 of the Project Agreement.
Minimum Qualifications (guide)
• Degree in Environmental Science, Engineering, or related field.
Minimum Experience in Similar Role (guide)
• 5+ years of experience in environmental management within construction, infrastructure, or energy sectors.
• Experience managing environmental compliance and relationships with regulatory bodies like the Environment Agency.
• Experience of achieving environmental management system certification and maintaining thereafter.

Assist CIL in providing oversight of environmental management activity, with regular reporting and attendance at meetings on behalf of CIL as required.
Environmental Manager
Ensure systems and processes are in place to manage, support and oversee pollution incidents, waste management and carbon impact (including decarbonisation) for example. Manage and liaise with stakeholders to drive initiatives that improve environmental performance and management.
ESG and Sustainability Management 1
Comply with the requirements of Schedule 9 to the MSA.
ESG Policy
Produce, manage and maintain an ESG policy with annual updates as required with a firm commitment to ESG in line with good industry practice.
Reporting
Manage and support CIL and shareholders on all matters relating to ESG, including regular reporting (to Board and as required by the Senior Finance Documents), collation of data and attendance at meetings as required.
ISO 14001 (Environmental Management)
Manage and support developing the environmental management system and obtaining ISO 14001 certification for CIL. Liaise with external advisers and auditors as required to prepare and undertake necessary collation of evidence and auditing of the system to maintain certification.
