Position Overview
The Director of Procurement is responsible for leading the procurement strategy and execution for utility-scale renewable energy projects, including solar photovoltaic and Battery Energy Storage System (BESS) power plants. This role manages the complete procurement lifecycle for high-value contracts ranging from $10 million to $500 million, including drafting RFPs, conducting competitive solicitations, negotiating terms, and executing contracts for critical equipment and services. This role is accountable for procurement timeline adherence, contract cost targets, supplier performance, and successful handoff to construction with complete documentation.

Key Responsibilities
Procurement Strategy & Execution
- Develop and execute comprehensive procurement strategies for solar PV and BESS projects, ensuring alignment with project timelines, budgets, and technical requirements.
- Establish and maintain vendor qualification criteria and relationship management.
- Establish and maintain supply chain and procurement contract risk allocation frameworks (including continual tariff regulatory matters).
- Draft detailed Requests for Proposals (RFPs) and Requests for Quotations (RFQs) for major equipment packages including high voltage transformers, inverters, photovoltaic modules, and EPC services.
- Lead competitive solicitation processes, including vendor qualification criteria and outreach, bid evaluation, technical and commercial analysis, and recommendation development.
- Manage procurement activities for contracts valued between $10 million and $500 million
- Own procurement through contract award; construction-phase contract administration is shared with Construction Manager per project responsibility matrix.
Contract Negotiation & Management
- Lead complex commercial negotiations with suppliers and EPC contractors, balancing cost, schedule, technical performance, supplier/service provider division of responsibility flow-downs, and risk allocation.
- Negotiate Photovoltaic Module Supply Agreements, including pricing structures, delivery schedules, warranty terms, performance guarantees, and quality assurance requirements.
- Structure and negotiate EPC contracts, including scope definition, payment terms, liquidated damages, performance bonds, and warranty provisions.
- Negotiate BESS supply agreements, including scope, payment, liquidated damages, security, warranty, and maintenance provisions; including coordination with asset management division for execution of corresponding long-term services agreements.
- Negotiate equipment supply agreements for transformers, inverters, and other balance-of-system components.
Legal & Contract Administration
- Collaborate closely with legal counsel to develop contract structures, review legal terms, and ensure compliance with regulatory requirements.
- Draft and negotiate standard construction contract provisions including payment terms, change order procedures, indemnification, insurance requirements, force majeure, dispute resolution, and termination rights.
- Ensure contracts incorporate appropriate risk mitigation strategies and protect company interests.
- Manage contract amendments, change orders, and claims resolution processes.
Vendor & Stakeholder Management
- Develop and maintain strategic relationships with key suppliers, manufacturers, and EPC contractors in the renewable energy sector.
- Conduct vendor qualification, due diligence, and performance evaluation.
- Coordinate with internal stakeholders including engineering, project development, finance, and operations teams to ensure procurement strategies align with project objectives.
- Maintain vendor relationships and support Construction Management and Asset Operations team through warranty period.
Required Qualifications
Education & Experience
- Bachelor's degree in Engineering, Business, Supply Chain Management, or related field
- Minimum 7-10 years of procurement or commercial experience in renewable energy, power generation, or large-scale infrastructure projects
- Proven track record managing procurement for contracts exceeding $200 million in value
- Direct experience with solar PV and/or BESS project procurement preferred
Technical Knowledge
- Strong understanding of utility-scale solar PV systems, including module technology, inverters, transformers, and balance-of-system components
- Familiarity with Battery Energy Storage Systems and associated equipment
- Knowledge of EPC contract structures and delivery models for renewable energy projects
- Understanding of electrical engineering concepts and power plant design principles
Commercial & Legal Skills
- Expert-level negotiation skills with demonstrated success in complex, high-value transactions
- Strong understanding of construction contract law and common contract provisions including FIDIC, AIA, or ConsensusDocs frameworks
- Experience working collaboratively with legal teams on contract development and risk management
- Demonstrated experience evaluating UFLPA and trade compliance
- Familiarity with financing structures, payment mechanisms, and security instruments for large projects

Preferred Qualifications
- Master's degree in Business Administration, Engineering, or related field
- Professional certifications such as CPSM (Certified Professional in Supply Management) or PMP (Project Management Professional)
- Experience with international procurement and cross-border transactions
- Knowledge of Uniform Commercial Code (UCC) and international commercial terms (INCOTERMS)
- Knowledge of Prevailing Wage requirements, Construction Pay applications and other common construction contract provisions.
- Familiarity with renewable energy incentive programs, tax equity structures, and project finance
- Experience with supply chain risk management and logistics coordination for large equipment
- Knowledge of OBBBA Foreign Entity of Concern (FEOC) restrictions and ongoing legal and regulatory developments
