Proposal Manager, Business Development
The Proposal Manager role will report to the VP of Business Development, and is responsible for leading and managing the development of winning proposals for the organization, overseeing the entire proposal process from start to finish, ensuring that all proposals are completed on time, adhere to client requirements, and align with strategic objectives.
Responsibilities:
•Lead and manage the overall proposal development process from pre-proposal through post-proposal.
•Analyze the request for information (RFI), request for proposal (RFP), or other solicitation for requirements for content, submittal schedules and due dates, content, and format of the submitted responses.
•In collaboration with Capture Managers, create and oversee schedules, outlines, compliance matrices, proposal kickoffs, and technical solution sessions.
•Collaborate with Capture Manager to prepare and present at appropriate Executive Gate Reviews to obtain Executive Management approval for Bid/No-Bid Decision, Price Approval, and Submittal Approval of the proposals.
•Plan for and arrange resources such as proposal review teams, editing, graphics support, and desktop publishing.
•Manage the collaboration with subcontracted or internal staff to arrange for support for desktop publishing, graphics, price and cost development, and other unique requirements as specified in the individual solicitation or requirements document.
•Facilitate proposal reviews and oversee adjudication and tracking of reviewer comments.
•Coordinate with management teams, functional units, Business Development personnel, stakeholders, partners, and subject matter experts to provide leadership, support, and guide overall direction of proposal development.
•May manage proposal staff by ensuring they are meeting expectations and promoting their professional development.
•May be assigned other various tasks related to proposal management.
•Maintain professional demeanor and behavior at all times in all forms of communication.
•Perform other duties as assigned by manager.
Key Qualifications and Skills
•Bachelor’s degree in any discipline from an accredited university or college.
•Typically, ten years of relevant experience.
·Including a minimum of three years’ experience preparing content in response to US Government requirements for proposals, grants, or other solicitations.
•Knowledge of US Government RFP requirements and types of US Government contracts or grants.
•Proficiency in desktop publishing software such as Adobe InDesign or MS Publisher or other, preferred.
•Strong analytical skills.

Salary Range Level 10: $113,605 - $170,408
Salary Range Level 11: $125,257 - $208,762
*Typically, our employee salaries are within .90 – 1.0 of the mid-point of the posted salary bands.Any salary offered within the posted salary band is based on market data and commensurate with the selected candidate’s qualifications and experience.This range is specific to Washington State.
