HSE Manager
The Iberia HSE Manager is the focal point for all Health, Safety and Environment initiatives and activities in the region. The role is responsible for providing technical support to the operations teams and senior Iberian management team in order to develop and implement actions to ensure a safe environment to all employees, contractors, stakeholders and the local communities.
The role reports to the Country Head Iberia (based in Madrid). The role is based at the Madrid office. It will be necessary to attend all operational locations on a periodic cycle, with a suggested minimum of CSP (monthly), wind farm (quarterly) and PV (quarterly).
The role has no direct reports. It is in a peer group with similar HSE Manager roles across Cubico: Colombia, Mexico, Uruguay, Italy, USA and Australia. Cubico currently has 244 employees in Spain (511 worldwide).
Cubico operates a matrix management system by function. The role reports to the Cubico Head of HSE as a matrix manager. The role serves as matrix manager for all HSE specialists in Iberia (currently 8 colleagues).
This professional will develop and provide technical and administrative direction on HSE local decisions, which bear critical importance to the Company. The HSE Manager will also provide technical guidance to identify, quantify, analyze and propose actions to control HSE risks.
Key Responsibilities
- Demonstrate ownership of HSE with a proactive approach to engage all stakeholders
- Develop, implement and track progress against an annual HSE Plan for the country/region
- Develop, implement and track progress against any HSE Improvement Plan needed
- Work together with the Head of HSE to drive a cultural change through the company and raise awareness of the criticality of having HSE at the heart of all activities
- Work in partnership with Headquarters in London to develop the global HSE Management System as part of the Integrated Management System (IMS)
- Develop and implement new local and global best practice HSE guidelines, actions, procedures and methodologies
- Define and drive KPI reporting – both leading and lagging measures
- Review incident reports, support and conduct incident notification, classification and reporting along with leading incident investigation and KPI analysis supporting corrective actions
- Ensure that Operations maintain emergency planning and response programs
- Implement the corporate actions, programs and procedures and policies
- Organise HSE Meetings / Training and schedule as needed for employees and contractors to build up in-house HSE capability
- Present performance and progress against HSE plan at the Iberia HSE Committee (monthly)
- Present Iberia HSE performance at the Global HSE Committee (quarterly) or semi-annual review (with ExCom)
- Implement a program for HSE Inspections and Safety Walks
- Work with LOTO (Lock Out / Tag Out) providing support to the operation and contractors
- Maintain positive and proactive relations with employees, contractors and regulatory agencies
- Provide a functional lead to all other HSE professionals in the country/region
- Support the operation to develop the Emergency Programs (BCP, DRP and CEP)
- Control the HSE statistics; number of incidents, worked hours and other leading and lagging indicators inherent of the company
- Lead auditing of activities and documentation systems
- Take the lead for all compliance activities regarding licences and permits across the country/region sites
- Lead the HSE aspects when integrating new acquisitions into the Cubico business; plant, people and procedures
- Assist in the selection and start-up of key suppliers regarding HSE
- Manage any suppliers of specialist HSE services;
- Provide an HSE expert lead for Cubico at regular and ad hoc meetings with the JV partner and others.
Skills, Knowledge and Expertise
The successful candidate will need to have demonstrable experience of HSE experience in the energy sector. Other key skills sought are:
Knowledge
- 5+ years of HSE experience including practical field supervision and management of HSE programs in the energy sector;
- Safety Engineering post-graduation course and/or additional Health and Safety qualifications
- Fluency in written and spoken English;
- Knowledge and experience of implementing of ISO 45001 and ISO 14001 systems;
- Knowledge of safety statistical measurement methodology;
Skills
- Understanding of behavioural safety approaches;
- Understanding and experience of controls for working with electricity (including High Voltage and DC systems) essential;
- Understanding and experience of controls for working in confined spaces, lifting operations and working at height beneficial;
- Skilled in contractor management;
- Pragmatic – Strong problem solver, prepared for risks;
- Self-motivated with high energy and an engaging level of enthusiasm;
- Ability to work individually and part of a team;
- High level of integrity and work ethic;
- Must be organized and possess good time management skills;
- Ability to communicate effectively, both verbally and in written form;
- Ability to establish and maintain professional and effective working relationships with employees, JV partners, contractors and external entities;
- Ability to lead risk assessments;
- Ability to investigate incidents;
Experience
- Field experience essential;
- Experience of working in an international environment;
- Experience within change management and intervention;
- Experience with any health, safety or environmental enforcement authorities in Spain;
- Demonstrable experience and technical knowledge in Environmental Management System, mainly in Licences to Operate and communication with Environmental Agencies;
- Previous experience in Renewable Power, especially the concentrated solar power and utility-scale wind and PV power business, preferred.
