Salary Range: The full pay range for this role is $118,400 - $197,300 annually. We generally base our salary decisions on factors such as internal equity, candidate work and/leadership experience, educational credentials, and in some cases, candidate work location.

Scope of Job: Under the supervision of Director, Environmental Permitting, the Senior Manager, Environmental Permitting will provide strategy and leadership for all aspects of environmental risk assessment and mitigation in renewable energy siting and permitting. Identify risks and develop and implement permitting and approvals strategies for greenfield and contracted development projects. This role will cover all stages of environmental planning and analysis for Development projects, ranging from initial greenfield site diligence through environmental surveys and acquisition of any required federal, state, or local environmental permits. This role will develop environmental study scopes, obtain proposals, oversee consultants, and review deliverables. This role will provide guidance to regional development, construction, and operations teams regarding environmental permitting risks, strategies, mitigation, and implementation requirements. In collaboration with the Director, Environmental Permitting, this position will also advise internal teams regarding upcoming regulatory changes and other environmental risks that may have an impact on EDF Renewables’ development and operations in the future.

Responsibilities

Responsibilities:

Under supervision of Environmental Permitting Director, lead and oversee work of environmental consultants, prepare permitting applications and supporting documentation, support permit and environmental due diligence reviews, prepare status reports, assist with budgeting and contract oversight.
Develops and implements strategies for obtaining federal, state, and local permits for onshore wind, solar, and energy storage projects while communicating appropriate schedule and budget information to the development team.
Provide oversight of third-party consultant fieldwork and deliverables including wetland delineations, threatened and endangered species surveys, cultural resource surveys, Phase I ESAs, etc.
Develop environmental study scopes, obtain and execute proposals, maintain budgets, and coordinate with environmental consultants regarding cost, effectiveness, and quality of work product.
Lead meetings and negotiations with regulatory agency staff on permitting and environmental matters. Seeks creative strategies aligning regulatory requirements and internal best practices that meet EDFR’s core values.

Conducts internal risk assessments and environmental screening processes for prospective projects and M&A opportunities.
Support project Final Investment Decisions by creating robust environmental and permitting risk evaluation documentation for senior management. Serve as the project SME for responding to third party financing inquiries regarding environmental or permitting matters.
Develop relationships with and represents EDFR before key local, state and federal regulatory bodies, including environmental and energy siting boards, for relevant projects.

Assist with development and handoff to implementation of environmental strategies and action plans to ensure compliance with received environmental approvals related to the development, construction and operation of projects.
Maintains comprehensive knowledge of environmental policy, regulation and compliance that affect permitting and impacts on project siting and compliance, and periodically communicates changes in these regulations to development teams.
Develop a robust regional network of environmental consulting firms and contractors for environmental studies and permit-related work.
Participate in various promotional and outreach activities (open houses, industry conferences, events, etc.)

Working Conditions: 80% of time is spent in the office environment, utilizing computers (frequent use of various Microsoft software/programs), phones, and general office equipment. 20% of time is spent outside of the office visiting project sites, open houses and/or open environmental and permitting authorities in addition to attending various conferences and meetings.

Qualifications

Qualifications:

Bachelor’s in Biology, City and Regional Planning, Environmental Studies, or related field.
Minimum of 7+ years’ demonstrable experience obtaining environmental permits for large complex development projects in numerous jurisdictions. Experience in the renewable energy development field is desirable.
Familiarity with permitting requirements of agencies including USFWS, USACE, state siting boards and wildlife agencies, and other federal and state permits in support of renewable power projects.
Experience performing and/or reviewing wetland delineation reports, threatened and endangered species surveys, cultural resource surveys, Phase I Environmental Site Assessments, and other environmental surveys.
Experience interpreting the requirements of the National Environmental Protection Act, Endangered Species Act, Clean Water Act, state Endangered Species laws, and CERCLA preferred.
Demonstrated ability to work effectively with internal stakeholders, external consultants, and government regulators.
Demonstrated ability to work in both a team environment and manage permitting activities independently with little supervision.
