The Department

The role of the Community Development Department is to help Fremont become the sustainable, strategically urban community envisioned in the City's General Plan. Department activities include:

  • Providing professional assistance to developers, contractors, businesses, and homeowners
  • Preserving open space
  • Planning for and assisting with the building of high-quality strategically urban residential and commercial developments
  • Maintaining and increasing the range of housing alternatives for the community
  • Implementing sustainable, environmentally beneficial programs to enhance the quality of life for Fremont residents and businesses

The department includes PlanningBuilding and SafetyCode EnforcementHousing, and Environmental Services.

Environmental Specialist I Class Specification

Definition

Under general supervision, performs professional level analytical and specialized work of moderate difficulty in the development, implementation and promotion of environmental programs including integrated solid waste management, pollution prevention and/or urban runoff/clean water programs. Performs related duties as required.

Class Characteristics

This is the journey level classification within the Environmental Services Specialist job series. Incumbents in this classification develop and implement environmental-based programs. Incumbents must actively participate as a key leader/member of both a programmatic and administrative (vertical and horizontal) team; demonstrate successful performance of assigned programmatic duties; demonstrate attainment of and competency in facilitating groups, meeting management and consensus-based decision making. It is distinguished from the next higher level of Environmental Specialist II in that the latter is an advanced journey level in the series.

Essential Functions

• Conducts research, field investigations and analysis related to 1) integrated solid waste management (waste reduction, reuse, recycling, composting), 2) pollution prevention (household hazardous waste, source point and non-source point water pollution), and/or 3) urban runoff/clean water programs.
• Prepares a variety of technical and administrative reports.
• Participates in the development and implementation of division goals, objectives, policies and procedures by participating on programmatic work teams.
• Assists in promoting a team environment by contributing a perspective consistent with assigned duties and responsibilities.
• Organizes and participates in assigned program area activities, including contract management and compliance, customer service and outreach, data collection and analysis, and presentation of technical and specialized data.
• Conducts and participates in program outreach efforts and related activities.
• Participates in the development and implementation of plans and programs to preserve environmental resources and to provide public environmental protection.
• Collects, monitors, analyzes and evaluates environmental program data using a variety of modeling and statistical methods and techniques.
• Designs and develops a variety of materials and activities to promote, implement, and evaluate assigned environmental programs in a manner that will enhance public awareness, educate citizens to relevant environmental issues, and encourage proactive and cooperative problem-solving activities.
• Represents the division and/or assigned program at conferences, public forums and community meetings as well as with inter-agency groups and committees.
• Provides technical assistance/input as necessary.
• May conduct presentations related to City's environmental programs upon request.
• Participates with other City departments, community service providers, consultants, other jurisdictions and agencies in environmental program development and coordination efforts as well as legislative advocacy and education.
• Builds and maintains effective working relationships with coworkers, other City employees, other organizations and their representatives, and the general public, demonstrating positive customer service and communication skills.

Minimum Qualifications

Knowledge, Skills and Abilities

Knowledge of: Principles and industry practices of integrated solid waste management, source reduction, and recycling; clean water program management, general marketing and outreach practices related to environmental programs, principles and practices of contract management, principles and practices of program development and implementation, principles and practices of organization structure and process, team structure and process, principles and practices of business correspondence and report writing, modern office procedures, computer equipment and software, pertinent local, state and federal laws, rules and regulations, and principles and practices of leadership, motivation, team building and conflict resolution.

Ability to: Organize, direct and implement an assigned environmental services program area; understand and participate in the preparation and administration of a program budget; analyze data and prepare technical reports, interpret and evaluate technical information, understand laws, regulations and codes, problem solve technical issues, remember various rules and regulations and explain and interpret technical data; communicate clearly, concisely and tactfully in both oral and written forms; gain cooperation through discussion and persuasion; and establish working relationships with those contacted in the performance of required duties.

Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the
duties required by their assigned position.

Education/Experience

Any combination of education and experience which demonstrates possession of and competency in requisite skills, and abilities such as education and/or experience equivalent to graduation from an accredited college or university with a Bachelor's degree in Environmental Studies, Integrated Waste Management, Environmental Engineering, Public or Business Administration, Geography, Geology, or a closely related field, and two years of progressively responsible experience directly related to integrated solid waste management, environmental compliance, or resource conservation, waste reduction and recycling, urban runoff/clean water, hazardous materials management or related field. Previous lead or supervisory experience is highly desirable.

Incumbents of this classification are required to acquire and maintain a California driver's license.
