Hazardous Waste Management Program

This position reports to the Environmental Specialist 5 (ES5) for the Environmental Branch in the Construction & Facilities Management Office (CFMO) and is responsible to serve as a senior environmental specialist with the primary focus on the Hazardous Waste Management Program, the Spill Response and Compliance Related Cleanup Program, and the Emergency Planning and Community Right-to-Know Act Program. This is a lead position providing technical guidance to junior staff in the implementation of environmental programs and projects.

This is a civilian position and does not require military service affiliation.

Duties


Responsible to manage the Hazardous Waste Management Program (Including Hazardous Waste Reduction).

  • Identify facilities/units' hazardous waste supplies and equipment needs.
  • Characterization/profiling of hazardous and non-hazardous wastes in facilities, ensuring proper labeling, preparing, and entering information in designated databases of such wastes, and coordinating for disposal / pick-up by contractors.
  • Responds to and investigates complex or highly technical complaints/violations and inquiries.
  • Plan, develop, conduct, and coordinate data collection and compliance report preparation.
Responsible to manage the Spill Response and Compliance Related Cleanup (e.g., PCB's, lead, UXO's, PFAS, etc.) Program.
  • Taking a proactive role in managing the program.
  • Coordinate emergency spills and other compliance related risk assessment, investigation, and cleanup.
Responsible for environmental compliance inspections and assessments.

Responsible management of the Storage Tank Management Program (ACT/UST/MST).

Responsible to manage the Emergency Planning and Community Right-to-Know Act (EPCRA) Program (including Non-Controlled Substances, non-medical, non-pharmaceutical).
  • Perform and/or assist in environmental condition site evaluations and provide recommendations.
Work collaboratively in a mentoring and coordinating relationship with other members of the Environmental Programs team to achieve objectives put forward by the Environmental Programs Supervisor.  

Qualifications


REQUIRED

Two years of experience as an Environmental Specialist 3;

OR

A Bachelor's degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning, or related field,

AND

Five years of professional level experience in environmental analysis/control or environmental planning which includes one (1) year equal to an Environmental Specialist 3 or above, or two (2) years equal to an Environmental Specialist 2, 

AND

Hazardous Waste Operations and Emergency Response (HAZWOPER) certification.

Additional professional level experience in the above field(s) will substitute, year-for-year for the education requirement.  A Master's degree in one of the above fields will substitute for two years of the experience requirement.  A Ph.D. in one of the above fields will substitute for three years of the experience requirement.  

DESIRED

Certification:

  • DOT Hazardous Materials Transportation Certification.
Knowledge of:

  • Federal, Tribal, State, and local environmental compliance issues, laws, and regulations.
  • Policy formulation and analysis.
Experience:

  • Performing complex environmental compliance audits/investigations and conducting environmental surveys/assessments; reviewing, monitoring and/or issuing environmental permits.
Skills & Abilities to:

  • Interpret and follow published safety rules and regulations and understand/communicate industrial safety, fire, and Hazardous Waste Management Program requirements to minimize risk to self, coworkers, and staff and to ensure program and staff compliance.
  • Review and understand technical documents (e.g., plans and blueprints for buildings and infrastructure systems), recognize changes that need to be made, and develop assessments.
  • Use Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint, or similar software) to develop documents in support of program objectives.

Compensation: Wage/salary depends on qualifications or rules of promotion.

CONDITIONS OF EMPLOYMENT

Background Investigation:  
Must successfully complete the appropriate background checks required for employment and to obtain/maintain a Department of Defense (DoD) Common Access Card (CAC) required to access DoD computer systems.  Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment.  Failure to successfully pass a background check may be cause for termination.

Defense Biometric Identification System (DBIDS): Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation.  Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01).  This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification.

Union:  This position is represented by the Washington Federation of State Employees.

Driver's License:

  1. Valid to drive in the State of Washington.
  2. Must meet requirements of the REAL ID Act.  This is required to obtain base access and will be required upon hire.
Work Hours: A choice between a Tuesday through Friday (4/10 schedule): Monday through Thursday (4/10 schedule): or Monday through Friday (5/8 schedule).  Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 4:00 pm.

Telework:  This position is eligible for some telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities or participating in-person meetings will be needed.

Emergency Assignment:  Upon activation of State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.

Military Facility:  Willingness to work on a Military Controlled Access Installation.

Travel:  Regular travel will be required - up to 45% with occasional statewide and overnight stays.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays 
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday. 

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave 
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave. 

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.  

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave 
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
