Description

Summary Objective

The purpose of this position is to coordinate the development of air pollution attainment and maintenance strategies and action plans required by state and federal environmental protection agencies, and analyzes and interprets air pollution data, and prepare scientific statistical reports.
This class works independently, under limited supervision, reporting major activities through periodic meetings.

Examples of Duties

ESSENTIAL FUNCTIONS
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

• Conducts mobile source computer emissions modeling and computations at various scales - for regional air quality transportation conformity analyses to meet National Ambient Air Quality Standards, and to provide data for local agency programs and policies.
• Develops and curates accurate and updated input data to maintain emissions inventories for on-road mobile, non-road mobile and non-point/area sources, using best data sources and collaboration with other local, regional, state and federal agencies.
• Collects data, performs calculations, submits data and reviews fill-in data by EPA for multiple emissions inventories for triennial submittal to the EPA and for local, state and regional purposes (on-road, non-road, area source).
• Performs facility or project level air dispersion emissions modeling and provide input data for modeling point sources (Title V and FEDOOP permitted), and transportation projects when a review is required for hotspot modeling.
• Maintains expertise and stay current with best practices in air quality modeling emissions inventory by attending training and performing model updates for mobile source modeling, air dispersion modeling and emissions inventory development and curating.
• Provides support for local and regional policy and regulation development by R & D of technical and scientific information and providing data (from model and information (including grant applications).
• Performs related work as assigned.

Minimum Requirements

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

• Bachelor’s Degree in Agriculture, Biological Science, Engineering, Environmental Science or related discipline.
• Two (2) years of experience working in an environmental science regulatory environment or closely related field or an equivalent combination of education, training and experience.
