ICAO's activities in the environment field aim to limit or reduce the impact of international aviation on noise, local air quality and the global climate. This position is situated in the Climate Change Section (CC) within the Air Transport Bureau (ATB) in ICAO. CC is responsible for supporting the development of policies, conducting studies, and providing guidance on measures to address aviation's contribution to climate change, including Sustainable Aviation Fuels (SAF), the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) and other market-based measures (MBMs), and international cooperation on climate change. It also provides support to the Assembly, the Council and its Climate and Environment Committee (CEC), as well as the technical work related to climate change conducted by the Council's Committee on Aviation Environmental Protection (CAEP). CC is responsible for the development of the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), conducting quantitative studies and assessment of environmental benefits, and providing guidance on aeroplane CO2 emissions. The Section maintains Annex 16 to the Chicago Convention - Environmental Protection - Volume IV on CORSIA, and related databases on CORSIA implementation such as the CORSIA Central Registry (CCR).
The incumbent will report to the Environment Officer, Market-Based Measures-Registries, under the supervision of the Chief, Climate Change (C/CC). The incumbent will support CC work related to CORSIA, in particular the operation of the CORSIA Central Registry (CCR), the maintenance of various CORSIA database, and the use analytical tools for data visualization.
Major duties and Responsibilities
Function 1 (incl. Expected results)
Support the operation, development, maintenance, and update of the CORSIA Central Registry (CCR), achieving results such as
- Provide support to the operation of the CCR in line with CORSIA SARPs and related timelines;
- Provide support and development of new functionalities to enable the technical improvement of the CCR and its alignment with updated SARPs;
- Conduct quantitative and qualitative analyses related to the CCR data;
- Develop structured databases, and online low-code based applications to facilitate the Monitoring, Reporting and Verification (MRV) and registry functions under CORSIA; and
- Support the external vendor hired by ICAO for the CCR hosting and maintenance services, ensuring that the CCR system operates smoothly, and any technical issues are promptly addressed.
Function 2 (incl. Expected results)
Support the operation, development, maintenance, and update of the CORSIA database, achieving results such as:
- Implement cloud-based workflows and low-code applications aiming at the further development and update of the CORSIA database;
- Provide technical knowledge in data management to ensure full compatibility of the CCR with other CORSIA related databases and applications;
- Develop and improve the user interfaces for the CCR and CORSIA based on user requirements;
- Liaise with other ICAO sections for the purposes of the database development, storage, and provision of data; and
- Support quantitative and qualitative analyses related to the CORSIA, creating dashboards and queries for data visualization.
Function 3 (incl. Expected results)
Supports the design and implementation of data visualization aids and documents for CORSIA implementation, achieving results such as:
- Develop connections between the CCR, the CORSIA data, the ICAO CORSIA CERT and other ICAO tools, as appropriate;
- Support the development and review of ENV internal procedures and technical documents related to data visualization; and
- Create presentations and gather information building on CORSIA implementation data as required.
Function 4 (incl. Expected results)
Assists in the development and preparation of material, documentation, reports, and presentations, achieving results such as:
- Assist the development of ICAO CORSIA documents in line with Annex 16, Volume IV;
- Create documentation and presentations related to meetings and other requirements for CORSIA;
- Support the maintenance of ICAO websites associated with environmental tools;
- Gather research material and support the collection of material to be published on the ICAO Environmental website; and
- Support the development of technical reports, summaries, and policy briefs for high-level meetings on environmental subjects.
Function 5 (incl. Expected results)
Supports the design and implementation of capacity building, training material, and assistance activities for the CORSIA implementation, achieving results such as:
- Assist in the organization of Headquarters (HQ) and regional seminars/workshops related to the CORSIA implementation;
- Support the development of outreach material on CORSIA, such as training kits and practical guidelines and manuals;
- Support the development and review of technical documents related to CORSIA SARPs and MRV;
- Respond to queries submitted to the ICAO Secretariat by external users of the CCR; and
- Develop training material related to CORSIA database for ICAO staff (HQ and ROs).

Qualifications and Experience
Education
Essential
A first level university degree, preferably in engineering, mathematics, science, statistics or a related discipline, is required.
Professional experience
Essential
- Three years’ experience or more in an international civil aviation, and/or environmental organization and sound background in analytical work, tool development, and statistics, which should be 2 years at the international level.
- Experience in providing data management services in the aviation and/or environment sectors.
Desirable
- Experience in international environmental policies related to ICAO.
- Knowledge of low-code applications and SQL environments and tools
Languages
Essential
- Fluent reading, writing and speaking abilities in English.
Desirable
- A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
It should be noted that the selected consultant is expected to be employed for 11 months Thereafter, renewal of the contract may be granted on a year-to-year basis, subject to availability of funds, operational needs, and satisfactory performance of the consultant. Please note that this is a full-time position requiring in-person presence of at least three days a week in the Montreal office. The candidate must have legal authorization to work and live in Canada during the contract term. The monthly rate for Band B varies from CAD 5,097 to CAD 8,122. Employment income from UN agencies is tax exempt in Canada.
