Job Title: Environmental Engineer (Junior and Senior Level)

Reports to: Environmental Manager

Salary Grade: 11 and 13

The Position

We currently have an opening for an Environmental Engineer with a leveling structure that accommodates both Junior and Senior candidates. This role reports directly to the Environmental Manager. The Environmental Engineer will provide industry-specific knowledge and technical support to an integrated pulp and paper mill with multi-media responsibilities.

The Environmental Engineer identifies, assesses, and resolves problems concerning the environment, mill teams, and operations. The Engineer is responsible for ensuring that the mill complies with environmental regulations, policies, and procedures. The best Environmental Engineers find creative design solutions to pressing environmental problems, requiring a good deal of strategic planning, problem-solving skills, and critical thinking.

This position involves communication with facility management and regulatory agencies such as the EPA, Ecology, and Jefferson County. Topics include compliance issues, audits, inspections, and compliance reports.

Job Responsibilities

Interact with the mill team to implement strategies and systems to ensure area leaders keep operations focused on environmental impacts, control environmental performance, and comply with related environmental permits and regulations.
Consult and advise the mill operations team on environmental issues, emerging regulations, and best practices to develop practical, cost-effective compliance strategies and projects.
Interact with and act as a liaison between the mill, management, hourly workers, outside regulatory agencies, and community members on environmental issues.
Remain current on regulatory developments applicable to environmental compliance at the local, state, and federal levels and position the mill to manage the impacts.
Provide support to and back up other environmental staff, including occasional work beyond normal work hours and/or on-call availability via phone during mill emergencies, environmental incidents, and scheduled shutdown events to support mill operation.
Improve environmental management systems, including recycling, waste disposal, water, and air pollution management.
Support mill safety and housekeeping programs and initiatives with related responsibilities.

Junior (Level 1)

Provide technical support for onsite programs including Environmental Laboratory, hazardous waste, universal waste, e-waste, recyclables, and all associated permitting, recordkeeping, reporting, and required employee training.
Coordinate air quality compliance programs and Air Operating Permit (AOP) required activities, including AOP source testing (coordinate testing schedule and adherence to EPA protocols), Emissions Source/Control Device operations, Preventative Maintenance, Fuel usage, MACT standards, Emission Monitoring (CEMS and COMS systems trends), Record Keeping, and reporting compliance programs so that permit conditions are maintained.
Provide environmental technical support for the preparation and/or audit of compliance reports permitting, and recordkeeping to ensure all Environmental submittals, are accurately developed, reviewed, and submitted timely.
Lead the Chemical Management program for the facility, including reviewing and approving chemicals for use.
Collect and analyze environmental data.

Senior (Level 2)

Perform multi-media environmental compliance audits, gap assessments, inspections, and program reviews;
Develop and support implementation and management of various monitoring and spill prevention and contingency plans/programs (SPCC, FRP, SWPPP, Hazardous Waste Contingency Plans, TSOP, Slug Control, etc.);
Manage and refine environmental management systems to comply with regulatory requirements, including but not limited to: Air Permitting, TVOP, CEMS/COMS, Stack testing, NPDES, Cluster Rule BMP, SPCC, FRP, Stormwater, Shoreline and Aquatic Habitat Workplans, Waste, Recycling, Minimization and Beneficial use (Specific responsibilities will be determined based on experience, mill needs, and personal interest).
Coordinate the management of laboratory and junior personnel as needed in support of the Department Manager.
Prepare permits and compliance program reports for multiple environmental media, including air, wastewater, stormwater, waste management, BMPs, spill prevention and chemical storage, EPCRA (Tier II, TRI);
Plan and lead assessments of environmental programs to identify opportunities to improve performance and close gaps.
Periodically rotate "on call" to provide environmental support to operations and review daily compliance status during and outside of regular business hours
Conduct and document Environmental Impact and Applicability Determinations for process, chemical, and equipment modifications.
Manage environmental compliance projects and continuous improvement initiatives that support business needs and growth

Knowledge, Skills, and Abilities

Technical proficiency in federal EPA, DHS, and other applicable local, state, and federal environmental agency requirements, and well-developed specific knowledge of Washington state regulations as necessary.
Development of detailed technical knowledge of the Kraft pulp and paper process, equipment, applicable environmental regulations, and environmental control equipment if previous experience does not provide.
Strong understanding of air permitting, compliance monitoring, recordkeeping, and regulatory reporting.
The ability to manage and organize multiple complex tasks and large amounts of technical data to compile accurate reports and present them in a clear and concise manner is mandatory.
Excellent communication skills (both written and verbal). Ability to communicate skillfully with employees, customers, vendors, contractors, and regulators. Comfort with presenting to senior leaders.
Demonstrates strong analytical thinking, troubleshooting, problem-solving, and critical thinking skills.
Independent thinking and the ability to integrate technical/regulatory knowledge into organizational policies, best practices, and training.
Good interpersonal skills.
Comfortable working outdoors and in an industrial environment.
Fully proficient in Microsoft Office applications.

Required Experience

Excellent administrative skills with good analytical and problem-solving attributes.
Air Quality Compliance and Permitting.
Experience in a mill setting.
3 to 5 years or more of first-hand experience in the pulp and paper industry for Junior level.
Five (5+) or more years of environmental regulatory experience in a manufacturing or industrial environment for Senior level consideration.
Preferred: Level II Wastewater Operator certification (or working toward that achievement).
Preferred: Certification in landfill operations.
Preferred: Certification in AHERA Building Inspection.

Required Education

Bachelor’s degree in Environmental, Chemical or other engineering science, Environmental Science, or closely related field.
Master's degree preferred for senior level.
