Job Description

The Health, Nutrition & Safe Environments Manager is responsible for overseeing the health, nutrition, and safety components of the Early Head Start (EHS) program. Under the direction of the Executive Director, this role ensures the delivery of high-quality, developmentally appropriate services to families and children, supporting their growth, health, and school readiness. The Manager will supervise staff, implement compliance measures, and coordinate health and safety programs tailored to meet cultural and linguistic needs.



Key Responsibilities:

  1. Program Management:

    • Develop and implement services focused on health, oral health, nutrition, mental health, and safety for families and children.
    • Ensure compliance with Early Head Start standards, Head Start Program Performance Standards (HSPPS), and local/state regulations.
    • Plan and organize initiatives to promote positive health outcomes and school readiness.
  2. Supervision and Training:

    • Provide technical and administrative supervision to assigned staff.
    • Organize and deliver training for staff, parents, and community partners to ensure adherence to health and safety standards.
    • Conduct on-site staff training as needed to address program requirements.
  3. Collaboration and Family Support:

    • Work with families, community resource agencies, and consultants to support access to services.
    • Build relationships with families to address cultural, linguistic, and health-related needs.
    • Foster an equitable and inclusive environment for multi-lingual and diverse socio-economic backgrounds.
  4. Health and Safety Compliance:

    • Monitor compliance with regulations, including the Head Start Act, CACFP, and OSHA standards.
    • Maintain current CPR and First Aid certifications for staff and ensure readiness for emergency responses.
    • Develop and implement strategies for maintaining a safe and healthy environment for children, staff, and families.
  5. Documentation and Reporting:

    • Maintain accurate records of program activities, training sessions, and family services.
    • Monitor and evaluate program performance to meet federal, state, and local funding requirements.

Requirements

Minimum Qualifications:

  1. Education and Certification:

    • Bachelor’s degree in Health Education, Public Health, Maternal and Child Health, Health Administration, or a related field or Licensed Vocational Nurse (LVN) certification.
    • CPR and Basic First Aid certification (must be current and updated as required).
  2. Experience:

    • 3+ years of supervisory and/or management experience in Early Head Start (EHS) or related programs.
    • Experience and knowledge of reflective supervision techniques.
    • Familiarity with federal, state, and local regulations, including:
      • Head Start Program Performance Standards (HSPPS).
      • CACFP and other safety and health policies.
  3. Compliance Requirements:

    • Valid California driver’s license and reliable transportation with minimum insurance coverage as required by California state law.
    • Ability to pass a physical examination, COVID-19 vaccination verification, TB clearance, and immunization checks.
    • Completion of required background checks, including:
      • Sex offender registry.
      • State or FBI criminal history (including fingerprint checks).
      • Child abuse and neglect registry (as applicable in California).

Preferred Qualifications:

  1. Education:

    • Master’s degree in Public Health or a related field.
    • 5 units in the administration of children’s programs.
  2. Experience:

    • 5+ years of experience in EHS or related programs.
    • Knowledge and application of child development principles with an emphasis on infant/toddler development.
    • Experience using reflective supervision techniques and conducting staff training.
  3. Skills and Knowledge:

    • Bilingual proficiency in English and Spanish.
    • Knowledge of family development principles, crisis management, and advocacy concepts.
    • Familiarity with program evaluation and health management systems.
    • Proficient in Microsoft Office Suite, including Excel.
