JOB SUMMARY: This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Management and Budget Office (MBO), Communications and Education Division (CED) with one vacancy in Silver Spring, MD. MAJOR DUTIES: As a Communications Specialist you will perform the following duties: Develop, implement, and oversee internal or external communications plans, strategies, campaigns, and outreach projects that effectively convey an organization's priorities and increase awareness of the organization's science, research, policy, and management services. Analyze and advise on new communication approaches, initiatives, and policies to improve communications effectiveness on a national level. Lead and influence communications networks, processes, and services to meet headquarters and regional communication needs, including event planning, advising communications staff and supporting regional communications efforts, producing content and materials such as fact sheets, web stories, presentations, and talking points that are accurate, clear, and understandable in support of rollouts/issues. Manage organization requirements and oversee the development of a variety of projects, including reports, presentations, newsletters, video scripts, web content, infographics, and intranet sites. Write and edit using plain language that explains complex scientific or policy programs regarding natural resource topics for various target audiences and will ensure communications products follow agency brand and style requirements. Ensure use of best web writing and style practices. Monitor and measure analytics and customer feedback and recommend related improvements. Stay informed, raise, and coordinate agency issues and other agency communications across offices. Handle internal or external risk/crisis communications by developing and coordinating strategic messages and announcements pertaining to difficult or sensitive issues that involve a scientific agency or ocean sciences and how it applies to the public.
