JOB SUMMARY: This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Geodetic Survey (NGS) with two vacancies located in Chesapeake, VA. MAJOR DUTIES: As a Supervisory Cartographer/Supervisory Land Surveyor, you will perform the following duties: Manage a Survey Section of the Field Operations Branch (FOB) in the Observation and Analysis Division (OAD), overseeing field projects and data processing to support multiple missions and programs. Design, coordinate, and execute geodetic surveys that support the National Spatial Reference System. Develop survey project plans and instructions, ensuring compliance with all agency policies and procedures. Determine the appropriate survey equipment (Global Navigation Satellite System (GNSS), gravity, leveling, terrestrial) to deploy to successfully meet mission requirements. Manage the quality control and data processing of geodetic observations, including ensuring proper field procedures were followed, determining the data processing protocols, and delivering required reporting. Use baseline processing, least squares, and Geographic Information System (GIS) software for results and visualization. Perform and manage quality assurance reviews for aeronautical survey plans and projects submitted by third party providers to the Federal Aviation Administration (FAA). Present field work results, new survey protocols, and research topics, and assist with conducting training sessions at national and international scientific and professional conferences. Plan, organize and manage all technical, scientific, and administrative functions for the section, to include direction in guidelines, decisions, methodology, interpretation and evaluation processes caused by changes in program, technological development, unknown phenomena, or conflicting requirements. Develop programs, policies and operating instructions. Oversee the revision of long-range plans, goals and objectives to accomplish the program mission. Perform full range of supervisory duties. Organize and assign work, and make changes or adjustments in internal functions to better accomplish mission objectives. Establish performance standards and complete the evaluation process, addressing poor performance as required. Recommend appointments, promotions, or reassignments.
