JOB SUMMARY: Manage land acquisitions of real property; obtain appraisals of real property; contracts for land surveys; title services, and environmental site assessments. Provide assistance on permits for telecommunications towers and rights-of-way utilities, jurisdictional boundaries, severed and reserved interests held by third parties in land encroachments, boundary line surveys, claims against land ownership, right-of-way issues, easement interests, highway easement deeds and various other negotiations. MAJOR DUTIES: The incumbent serves as the Region's Realty Officer and is designated as the principal realty advisor to the regional leadership. The incumbent oversees regional efforts to develop innovative realty negotiations and develop and promote the benefits of the Land Acquisition Program to landowners (and their representatives), local governments, and groups who have special interests in a particular land. The incumbent negotiates with state and local governments for donations and exchanges and to conclude memorandums of understanding for complex transactions. The incumbent oversees all aspects of the NPS right-of way permitting process for the Region, including right-of-way application, review protocols, cost recovery and land-use valuation protocols, monitoring programs, and authorities for various types of right-of-way permits. The incumbent develops, implements, and evaluates both plans and changes in program direction to ensure the Region's Realty Program is responsive to National goals and evolving NPS policies. The incumbent provides leadership in developing strategic plans and tactical approaches for real property activities. The incumbent provides management and professional advice to regional leadership on a wide range of matters regarding formulating, planning, and implementing real property programs; adopting partnerships; and planning and meeting compliance criteria, policies, and procedures as they relate to land resources. The incumbent exercises the full range of supervisory duties of professionals with expertise in land acquisition; cartographic digital mapping; real property appraisal; contracts for land surveys; title services, and environmental site assessments.
