JOB SUMMARY: This position is located in Flagstaff Area National Monuments, in the Administration Division- providing budget and administrative technical support to all divisions (Law Enforcement, Resource Management, Interpretation and Facility Management). MAJOR DUTIES: Responsibilities: This position is in the Administration Division of Flagstaff Area National Monuments, National Park Service (NPS), and supervised by the park's Administrative Officer. The primary purpose of the position is to support managers and employees with the development, preparation, and revision of the park's budget. Major Duties, GS-0560 (FPL 09): Program yearly budget by accounts, object class and program activity in the Administrative Financial System (AFS) in accordance with regulations and intended use of funds. Adjust account balances to reflect the effect of allotments, transfers, obligations, expenditures, and other actions which change the amount of funds available in accounts. Make allotments in accordance with the fiscal year budget planning and keep account statuses accurate and up to date. Provide recommendations for funding and staffing decisions based on funding limitations in an approved budget. Provide and identify, analyze, and resolve account discrepancies in budget allocations, commitments, obligations, reconciliations, expenditures, revenue, and overall budget. Troubleshoot cost accounting problems to identify errors and misrepresented data. Prepare and explain significance of reports regarding status of funds, trend analyses, obligation/expenditure reports and variances. Provide routine budgetary and financial advice and guidance to AO, manager, supervisors, and project personnel regarding all aspects of budget formulation and execution. Perform year-end close out to insure accurate documentation of expenditures, proper and full use of funds and compliance with anti-deficiency laws and regulations. Perform fee reconciliations and complete income transfers. This is a GS-07/09 career ladder opportunity.
