Business Services Specialist

This position serves as the Business Services Specialist in the Natural Resources Conservation Service (NRCS) Assistant State Conservationist Management and Strategy (ASTC-M&S) unit in Honolulu, Hawaii.

The incumbent performs a wide variety of duties and assignments in support of business operations and administrative services necessary to accomplish the mission responsibilities of the State or Area office and the NRCS.

Summary

Responsibilities include:

Manages PIA government owned vehicle fleet, IAS contracting and small purchase card lead, property/inventory, POC for space/office leases, and miscellaneous duties as assigned.
Coordinates the administration of facility services including cleaning and pest control; coordinates physical security for buildings, warehouses, and other structures.
Functions as the point of contact on various business operations and administrative functions, including Civil Rights and Ethics, Safety Officer, and Wellness Ambassador.
Provides support, and guidance in planning, managing, coordinating, evaluating, and reporting on a variety of business operations and locally-based administrative services.
Coordinates the implementation of Federal, USDA, and NRCS Fleet initiatives.
Participates in conducting internal reviews and studies to evaluate the effectiveness of management practices and procedures.
Acts as Property Management Officer (PMO), handling requests for physical transfer of property items.
Functions as the Americans with Disabilities Act (ADA) Coordinator, conducting ADA compliance reviews, reviewing and facilitating reasonable accommodation requests, and providing training and other informational materials.

Requirements

Conditions of Employment

You must be a US Citizen or US National.
Males born after 12/31/1959 must be Selective Service registered or exempt.
Subject to satisfactory adjudication of background investigation and/or fingerprint check.
Successful completion of one-year probationary period, unless previously served.
Direct Deposit – Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.
Successfully pass the E-Verify employment verification check.
Must possess and maintain a valid state motor vehicle operator's license for the type of vehicle(s) operated to perform the duties of this position.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Specialized Experience for the GS-11: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service performing business and administrative support services for programs, operations, and mission responsibilities for an organizational component.

Performing administrative duties supporting natural resources conservation programs;
Coordinating a variety of business and administrative services to support day-to-day operations;
Coordinating procurement and purchasing;
Coordinating fleet initiatives and facilities services;
