The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of oil and gas, deep geothermal resources, the capture and sequestration of carbon, and the underground storage of natural gas in a manner that protects public health, safety, welfare, the environment and wildlife resources.The purpose of the Cumulative Impacts and Energy Transition Work Unit is to:The Cumulative Impacts & Energy Transition (CI-ET) Unit leads the agency’s efforts to develop and implement clean energy programs, including deep geothermal and hydrogen, that support the state’s transition from fossil fuels to renewables in order to meet Colorado’s goal of 100% renewable grid energy by 2040. The CI-ET Unit also leads the agency’s efforts to avoid, minimize, and mitigate adverse cumulative impacts, including climate impacts, through the development of carbon capture and sequestration (CCS) and other decarbonization and emissions-reduction programs, including reductions in emissions and other impacts caused by oil and gas. The CI-ET Unit supports Colorado’s energy security needs through the development of underground gas storage (UGS) programs and by providing support to local and tribal governments in the development of wind and solar projects. CI-ET’s programs and projects are delivered through a lens of environmental justice and equity, energy reliability and accessibility, and in a manner that protects public health, safety, welfare, the environment, and wildlife resources for both traditional and clean energy development.
Description of Job

Position Summary: This position will supervise the emerging energy programs involving the development of geothermal (GT) and carbon capture, utilization, and storage (CCUS). This position must apply both geological/hydrological and engineering theories, principles, and models in the administration of deep geothermal resources and the utilization/sequestration of captured carbon. The job duties require experienced Geoscientists with training in the application of engineering principles or the training/education of a licensed professional engineer.
Research and Program Support: Provide scientific support for development of deep geothermal and carbon capture utilization and storage regulations, programs, and related contracts. Review scientific literature, conference proceedings, technical work proposals, regulatory development documents, and develop technical work products including white papers and studies.Survey industry, other state agencies, federal agencies, and other states’ agencies for rulemaking currency.
Establish communication cadence to assure studies progress timely.
Determine best resources for requested information.
Develop currency as needed with developing technologies that may affect ECMC regulatory needs.
Determine what developments may be pertinent to assuring regulatory programs are appropriately including the developments and potential evolution of these industries.
Information Management: Manage documents or sources that pertain to studies, rulemaking, program development, or other related matters as referenced.
Collecting from other team members.
Compiling into a navigable document management system and, if necessary, create review and retention periods.
Deep Geothermal and Carbon Capture & Sequestration Program Supervision: Lead development of geothermal and CCS regulatory program materials, processes, forms, and other related material to assist in establishing and implementing regulatory programs. Communicate program information to stakeholders, the public, and industry to ensure efficient process in line with established rules and the agency’s mission. Perform supervisory and administrative tasks such as employee performance management and recruitment of Deep Geothermal and CCS staff. This position has no oversight of the Cumulative Impacts team within the CIET Unit, nor over any other energy transition/emerging technologies programs within the CIET Unit.Determine and inform regulatory and policy strategies to assist development and implementation of rules and regulatory processes including guidance and form development and related content development.
Determine the quality of work performance of each direct report and conduct performance management per DNR’s processes and timelines.

Nine (9) years of relevant experience in an occupation related to the work assigned to this position
OR
Education and Experience:
A combination of related education in
Geology, Engineering, Hydrogeology, Geochemistry, Environmental Sciences or a closely related field and/or relevant experience in an occupation related to the work assigned equal to nine (9) years

Preferred Qualifications:Qualifications: Although all desirable candidates must demonstrate a broad range of skills, knowledge and experience related to the job, the highly desirable candidate will have experience in any of the following focus areas as they may relate to energy resource operations:
- Familiarity with Colorado's deep geothermal and class VI/carbon capture and sequestration rules and regulations.
- Familiarity with federal Underground Injection Control (UIC) programs.
- Familiarity with oil and gas operations such as drilling, reservoir engineering, pipeline safety.
- Experience in the design or operation of Class VI wells, carbon capture facilities, carbon sequestration operations, deep geothermal energy production, or related
- Current or former State experience relevant to this position.
- Excellent personal computer skills using the MS Office software suite and Google applications, will be necessary for success in this position.
- Conducting scientific research, writing scientific reports, and communicating results to a variety of audiences.
- Master's degree in Geology, Engineering, Hydrogeology, Geochemistry, Environmental Sciences or a closely related field.
- Strong written and verbal communication skills, leading organizations, projects and stakeholders.
- Experience in managing data related to oil and gas production, subsurface injection, or another similar industry.
- Familiarity with ECMC rules and regulations and regulatory processes.
- Experience supervising direct reports, including conducting performance planning and reviews.
Conditions of Employment:- You must be legally eligible to work in the United States to be appointed to this position. DNR does not sponsor non-residents of the United States.
- Colorado residency is required at the time of application.
- A current & valid Driver's license is required for operating a state vehicle and occasional travel is anticipated. May travel for field work or meetings, including overnight.
