MAJOR DUTIES: This position is the Park Manager (Superintendent) for the National Park of American Samoa, located in Pago Pago, American Samoa. The park, developed by Congress in 1989, is located on three widely separate American Samoan islands that are physically remote and isolated (more than 2600 miles southwest of Hawai'i in the Pacific Ocean between Tahiti and Fiji), and culturally different from the mainland. The park's themes are diverse and complex and are principally related to the tropical island rainforest systems, reef ecosystems, and the culturally dynamic Polynesian people and their relation to the environment. The Samoan culture and customs (fa' asamoa) have remained relatively strong despite western influences, and English is still spoken as a second language. The park, mandated to preserve the culture, has respected Samoan land ownership tradition and does not own, but rather leases its land base from eight Samoan villages and the American Samoan government. Samoan traditional subsistence uses of the forest and reef are allowed within the park boundary. Plan, direct, coordinate, and provide executive leadership to manage and operate the park. Identify operational needs and challenges, develop and implement solutions and evaluate the effectiveness of park operations, including partnerships. Directly supervise subordinate program managers, guiding the direction of their efforts, setting priorities, allocating resources and ensuring an effective and efficient organization. Develop and implement long-term strategies to protect the resources of the park (natural and cultural). Carry out the protection, management, and interpretation of cultural resources in close coordination with the village councils. Coordinate land and resource planning and management with representatives of other agencies, Federal, state and local governments, the general public, and with private landholders. Build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, to achieve common goals. Represent the National Park Service and the park in meetings with elected and appointed Territorial officials such as the Governor, Lt. Governor, Territorial Senators, American Samoan Government department heads, village councils (matai), managers from other federal agencies, universities, non-governmental organizations and the media with members of Congress, appropriate Federal, state, and regional and local officials, native organizations, public and private organizations, and the general public. Provide culturally competent civic and stakeholder engagement through fa'asamoa. Plan and execute a comprehensive fiscal program to support park operations and resource protection utilizing base, project, fee and donated funds. Plan and execute a comprehensive virtual and in-person visitor experience via dynamic digital engagement, a robust education program and a high quality visitor center.
