JOB SUMMARY: This position is a Supervisory Administration Operations Specialist, GS- 0301-15, working in Baileys Crossroads, VA, for the R9-Division of Budget and Technical Support. MAJOR DUTIES: As a Supv Administrative Oper Spec your duties will include but are not limited to the following: Exercise leadership and direction to the U.S. Fish and Wildlife Service's (Service) management and administration of programs and activities for the Ecological Services (ES) Program. Direct the development of ES budget justifications for presentation to the Department of the Interior, OMB, and Congress. Advise Division Chiefs in implementing, evaluating and improving national policies, plans, and operations issues within their respective program areas as they relate to appropriation law and federal mandates for performance and workforce management. Develop and manage long-term (3-5 year) strategic plans and workforce plans for ES. Direct comprehensive evaluations of overall effectiveness in delivering the mission of the ES Program and the Service. Recommend changes / improvements in ES functions that will increase organizational effectiveness. Perform a full range of supervisory / managerial duties and responsibilities over assigned staff, and evaluate work products for meeting Division goals and objectives. Monitor progress, evaluate effectiveness, and recommend program changes and modifications to specific goals and objectives.
