JOB SUMMARY: This position is located in Grand Canyon National Park, in the Commercial Services Division. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately from mid-January to end of November and you will be in a non-pay status for the remainder of the year. MAJOR DUTIES: Duties will be developmental in nature when filled below the full performance level. The incumbent serves as the North Rim Concession Management Specialist reporting to the Supervisory Concessions Management Specialist in performing a variety of duties in the administration of concession contracts. These duties include: Coordinating and conducting evaluations of visitor services and facilities. Coordinating and conducting comparability studies on which to base rate decisions. Collecting and compiling information and preparing annual overall ratings and reviewing. Updating concession contract operating and maintenance plans to ensure appropriate services and pricing are being provided in accordance with contract provisions and Service regulations. Participates in commercial services planning and implementation for assigned contracts. Additional GS-11 Duties: Manage the execution of a federal concessions contract. Recommend operational decisions and actions based on the economic condition and evaluation of a hospitality or service business. Advise management as a subject matter expert on business services or operations within a park or similar area. The incumbent works with the Supervisory Concessions Management Specialist, Asset Manager, and Deputy Chief to confirm compliance of the terms and conditions of concession contracts. The incumbent reviews the Risk Management Programs and Environmental Management Programs to ensure compliance with established standards. The incumbent participates in commercial services planning and implementation for assigned contract(s) as described in the Concessions Planning, Award, and Management (PAM) framework. The incumbent collaborates with other parties to ensure effective concessions operations. Other concessions contract and permitting related duties may be assigned as needed. Grand Canyon National Park's commercial services program is one of the most complex programs in the National Park Service and one of the largest in terms of annual gross receipts from concessioners operating within the park. The Division is responsible for the following programs: Concession Contracts providing lodging, food and beverage, retail, bus/bike/mule interpretive tours, guided floats, train, and other services; Commercial Use Authorizations providing road-based tours, guided hiking/backpacking, painting/photography workshops, bicycling tours, and several others; and Special Park Uses, Rights-of-Way, and procurement contracts associated with the park transportation/shuttle system. Career-Seasonal Position Information: This is a career-seasonal position and subject to release and recall procedures. A permanent career-seasonal position includes all the benefits of permanent employment but does not provide employment on a full year-round basis. As such, selectee will be in a non-pay/non-duty status for at least 2 weeks to 6 months per year based on project requirements or weather conditions. Selectee is guaranteed to work at least 6 months per year but not more than 50 weeks per year, with the work schedule to be determined upon appointment. The typical work season is mid-January to the end of November but can be variable during these months due to project requirements or weather conditions. Area Information: The North Rim District is situated on the rim of the Grand Canyon amidst the vast public lands of the Arizona Strip. It is about 20 miles from the South Rim by a strenuous hike through the Grand Canyon or a 215-mile drive which takes approximately 4 hours. The nearest community with full range of services is in Kanab, Utah, approximately 80 miles from the North Rim. The elevation on the North Rim is about 8,200 feet and consequently the climate in the summer is mild with highs in the 80's and lows in the 50's. Between May 15 and October 15 the North Rim receives approximately 500,000 visitors. The North Rim has a robust concession operation which features a historic full-service lodge with accommodations serving around 500 visitors, 230 concession employees, a general store, post office, mule ride concession, gas station, campground, etc. Beyond the North Rim Village, the district has about 20 miles of paved scenic roads, 80 miles of high clearance 4 wheel drive roads, and hundreds of miles of trails/routes including immediate access to the North Kaibab Trail/cross-canyon corridor. Recreational opportunities include hiking, running, climbing, canyoneering, rafting, road/mountain biking, skiing, and numerous other options in nearby communities such as St. George, Utah and Page, Arizona. Zion National Park, Glen Canyon National Recreation Area, Vermillion Cliffs National Monument, and Grand Staircase-Escalante National Monument are all within a half day drive.
