About the Position

An Exciting opportunity is available for a highly skilled, results driven, self-directed Senior Manager with extensive knowledge and experience in the Safety, Health and Environment (SHE) field.

This role is an anchor for divisional objectives and is key to delivering critical SHE related solutions and programmes as determined by various legislation and other regulatory requirements.

The incumbent we are looking to attract and appoint will be largely responsible for:

Developing and overseeing the implementation of Health and Safety systems and processes in accordance with the Occupational Health and Safety Act no. 85 of 1993), regulations and SARS internal Policies and Guidelines. This is to ensure that all SARS offices and buildings are maintained to the highest levels of health and safety standards in order to maintain healthy and safe workplaces.
Developing and overseeing the implementation of the Environmental Management systems in accordance with the National Environmental Management Act no. 107 of 1998 and regulations to ensure that operations are environmentally sound and compliant to legislation.
Development and maintenance of programmes to ensure safety in the workplace and safeguard the well-being of employees.
Development, implementation, reviewing, monitoring and evaluating the Safety, Health and Environment Management systems.
Development of awareness and capacity building programmes for the safety, health and environmental management systems.
Development of a training plan to embed health and safety, and environmental management principles.

This role is in the Safety, Health and Environment (SHE) Business Area within SARS. Job Purpose

To develop and oversee the implementation of the safety, health and environment management systems to ensure a healthy and safe workplace and environmental compliance. To implement the Occupational Health and Safety Act, National Environmental Management Act (NEMA) and Compensation of injuries and diseases Act. (COIDA) including international standards across all SARS occupied facilities nationally so as to safeguard the health and wellbeing of employees and all persons conducting business with SARS.

Education and Experience

Minimum Qualification & Experience Required

Relevant Honours Degree / Postgraduate Diploma (NQF 8) in Safety, Health and Environment / Environmental management / science / health/ Biological/ natural sciences and 10 – 12 years' related experience in a Safety, Health and Environment, of which 3 - 4 years at a middle management level.

ALTERNATIVE

Relevant Bachelor's Degree / Advanced Diploma (NQF 7) in Safety, Health and Environment / Environmental management / science /health/ Biological / natural sciences AND 12 - 15 years related experience in a in a Safety, Health & Environment, of which 3 - 4 years at a middle management level.

Minimum Functional Requirements

The incumbent we are looking for should have extensive knowledge, skills and experience in Environmental Stewardship and Sustainability.
Basic knowledge and understanding of energy and utilities management and institutional policies related to energy usage and conservation.
Basic knowledge of heating and cooling control systems and software.
Basic understanding of state and local recycling laws/ordinances and related compliance issues.
Awareness of environmental impact as it relates to chemicals used and fumes produced from custodial or maintenance activities.
Awareness of environmental impact as it relates to trash generation with food service (including dry and wet waste), programs, and retail services.
Knowledge of Leadership in Energy and Environmental Design (LEED) issues and green design, recycling, and composting programs
Understanding of the future trends in products and processes that promote environmental sustainability and stewardship.
Ability to implement and coordinate recycling and other environmentally friendly efforts based on institutional requirements and philosophy.

Develop tactical strategy and delivery plans in support of functional objectives in partnership with leadership.
Direct, control, coordinate and optimise budgeted resources to meet specific objectives and deliver agreed results and productivity requirements.
Ensure the development and implementation of multiple practices in alignment with operational policy and procedural frameworks.
Identify and recommend opportunities to continuously improve all functions and systems in line with national, regional, and organisational changes.
Plan for handling work outputs, pull together interdependent activities and specify priorities, standards and procedures to ensure tactical excellence.
Proactively identify interconnected problems, determine its impact and use to develop best fit alternatives; driving best practice solutions.
Provide periodic reports on performance against plan and progress on medium-term initiatives and use to realign operating plan and objectives appropriately.
Recommend changes to optimise processes, systems, policies and procedures, and direct the implementation of change and innovation initiated by the organisation.
Timeously communicate top-down policy modification, objective achievement progress and critical success factors to impacted stakeholders.
Use the insights gained through integrated business reports to measure success and realign tactical strategy development objectives appropriately.
Act as the bottom-line driver of tactical implementation of the Safety, Health and Environment Strategic Plan and APP of the Business Unit, within the context of business unit excellence and performance improvement.
Conduct assessments and use information to advise, make recommendations and facilitate improvement on Safety, Health and Environmental management plans and systems as aligned to legislative requirements.
Determine applicability of administrative and regulatory requirements and formulate / establish and implement applicable regulations, standards and policies.
Facilitate the development of the occupational health and safety services which include promotive and preventive health and safety programmes to ensure compliance to various legislations and identify deviations for the implementation of mitigation measures.
Implement tactical strategy and delivery plans through the development of operational activities, ensuring the achievement of operational targets (Strategy & APP).
Plan and conduct full scope (integrated) SHE audits to ensure compliance and report on findings and recommendations.
Proactively identify interconnected problems, determine its impact and use to develop best fit alternatives, implementing best practice solutions.
Provide periodic reports on performance against plan and progress on short-term initiatives and use plan and progress reports, to realign tactical plan and objectives appropriately.
Recommend changes to optimize processes, systems, policies and procedures, and execute the implementation of change and innovation needed and initiated by the organization or any legislative changes or updates.
Plan for the implementation of environmental management processes to handle work outputs, operational activities and the achievement of environmental management targets.
Monitor and evaluate environmental management systems and provide periodic reports on performance against plans.
Conduct root cause analysis of all complaints, make recommendations and identify repeated queries to ensure that the cause of complaints are dealt with.
Recommend, manage and implement the organisational change associated with enterprise and cluster projects and changes to operating models within the organisation.

Manage and or advise on the translation and application of policy in a specific functional area.
