Reporting directly to the Director of Construction, the Environmental Compliance Manager will develop and implement the Parker’s environmental compliance program to ensure conformity with local, state, and federal regulations as they relate to the handling and storage of petroleum products, storm water management, safe drinking water, and waste disposal by performing the following duties either personally or through Parker’s employees or contractors. The Environmental Compliance Manager conducts site inspections and assesses compliance with environmental legislation at the operational level.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Responsibilities:

Manage testing program to ensure 100% compliance with Federal, State and/or Local regulatory requirements.
Implements programs for Parker’s and employees to achieve and maintain full compliance with petroleum handling and storage regulations and industry practices to prevent releases, spills, and fire. This includes the correct handling, release detection and spill prevention techniques for petroleum, chemicals, toxins, and other materials.
Analyze inventory trends, CSLD, SIR, and BIR that are out of tolerance, resolve as required by regulation, and take appropriate action as necessary including collaboration with internal teams to ensure all settings are programmed accurately and equipment is functioning normally.
Manage Automatic Tank Gauge (ATG) alarms program to ensure alarms are handled in a timely manner to insure a prompt resolution.
Must continually assess release detection options and work towards optimal long-term solutions.
Performs studies and analyses of non-compliance issues, releases, spills, and storage system alarms, to determine causes, hazards and necessary repairs and changes to procedures.
Inspects facilities to detect existing or potential noncompliance and determines corrective or preventative measures where appropriate and follows up to ensure measures have been implemented.

Knowledge, Skills, and Abilities:

Leads and/or assists with the investigation of storage system spills, releases, and notices of noncompliance from regulatory agencies and the preparation of material and collection of evidence for the company’s use in hearings, lawsuits, and insurance investigations.
Compiles and submits reports required by regulatory agencies.
Aids with the administration of the petroleum storage system compliance database, third party inspection program and release detection program including working with the insurance carrier and regulatory agencies to reduce and prevent incidents of noncompliance.
Provides information to Parker’s employees to inform and teach compliance standards.
Maintains regulatory compliance files, records, and database systems.
Reviews and recommends available equipment and contractual services that will assist the company in maintaining a state of full compliance.
Observes safety and security procedures; determines appropriate action beyond guidelines; reports potentially unsafe conditions; uses equipment and materials properly.
Maintains a working knowledge of company software and data programs.
Manage special projects as assigned.
During peak business periods and/or during an onsite emergency or extreme weather conditions, may be required to work an atypical schedule or work in other capacities within the organization.

EDUCATION AND REQUIREMENTS:

Required:

Must have High school diploma or equivalent; College degree preferred.
Three years of petroleum industry experience may be substituted for an associate’s degree. Six years of petroleum industry experience may be substituted for a bachelor’s degree.
A State of Georgia, Department of the Environments, Underground Storage Tank (UST) Class AB & C Certification; Inspector Certificate is preferred.
Must have a valid Class C Driver’s License.
Maintains a proficiency in Microsoft products including Word and Excel.
Must have 2+ years’ experience with soil/groundwater investigations and remediation or working within the petroleum industry.
Has working knowledge of applicable Federal, State, and local codes and regulations including OSHA, GAEPD, South Carolina DHEC, DOT, DEP and NFPA.
Has working knowledge of electronic release detection systems.
Knowledge of government regulations and industry standards on how they relate to petroleum storage and handling, storm water management, safe drinking water requirements and waste disposal.
Has strong analytical skills and has the ability to work independently and multi-task to meet demands.
Excellent verbal and written communication skills and organizational skills.
Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from managers, clients, customers, and the public.

Prolonged periods sitting at a desk and working on a computer
Ability to lift and pull a minimum of 50 lbs. and the ability to stabilize a minimum of 75 lbs.
