ABOUT THE ROLE

We are seeking an Environmental Specialist to join our team supporting the Hanford Site! This position is full-time and will be based out of Richland, Washington.

Provide analysis and review of environmental reports for submittal to the regulatory agencies in accordance with environmental requirements applicable to Hanford, like the:

- Annual Radionuclide Air Emissions Report,
- Annual Portable/Temporary Radioactive Air Emission Unit (PTRAEU) & HEPA Filtered Vacuum Rad Air Emissions Report,
- Annual Hanford AOP Compliance Certification Report,
- NESHAPs Reports,
- AOP Annual Reports,
- Annual 216 Permit Significant Discharge Report,
- Annual EPCRA Section 312 Tier 2 Emergency & Hazardous Chemical Inventory Report,
- Annual Hanford Site Toxic Chemical Release Inventory EPCRA Section 313 Report,
- RCRA 3016 Report,
- Annual RCRA Permit Noncompliance Report,
- Annual Hanford Site Solid Waste Landfill Monitoring Report,
- Annual Pit 9 Inert Waste Landfill Report,
- Annual Hanford Site Waste Treatability Studies Report,
- Annual Hanford Site PCB Report,
- Annual RCRA Permit Pipeline Mapping & Marking Report, and
- Annual Environmental Liability Report.
Provide support to DOE’s oversight and management of environmental permit requirements (Clean Water Act Permitting, WAC 173-216 Permitting, Large On-site Sewer System Permitting, RCRA Permitting, etc.).
Provide inspection support to DOE that ensures compliance with respective environmental regulations and permits (RCRA, CWA, CAA, TSCA, MOCA, WAC 216, & USTs, Annual Hanford.
Provide day-to-day support for environmental activities that DOE is responding to with the increasing regulatory oversight from the Washington State Department of Ecology (WDOE) and U.S. Environmental Protection Agency (EPA).
Perform Facility RCRA Permit Inspection, LDR Inspection Oversight, Environmental Monitoring Network (PSRP) ASER Oversight, etc.
Provide support to effective, efficient management of site-wide databases (the Air Operating Permit (AOP), Automated Bar Coding of All Samples at Hanford (ABCASH), Environmental Release System (ERS), Regulatory Agency Inspection Database (RAID), and Environmental Actions Tracking System (EATS), etc.
Provide support to DOE in the review, evaluation, and reporting of EMS elements to include documentation and evaluation through contractor oversight.
Provide support in the development of regulatory, permitting, compliance, and TPA policy and strategy as well as regulatory analysis, guidance, recommendation, and responses; and hosting regulatory agency personnel visits.
Develop written products (including emails and reports, as required) and verbal communication (including briefs to DOE and contractor staff) regarding environmental activities performed in support of DOE.
Perform environmental reviews/evaluations/inspections as necessary to support DOE.

Requirements

Education & Years of Experience – Bachelor’s Degree and 5+ years of relevant experience in the field of environmental permitting, inspections and regulations; additional experience may be considered in lieu of a degree.
Citizenship – To be considered, you must be a United States (U.S.) citizen due to the federal nature of the work.
Clearance – To be considered, you must be able to obtain and maintain a government issued clearance, if needed.
Experience in development and implementation of RCRA permitting requirements, Clean Air Act, and Clean Water Act documents.
Experience in development and implementation of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) documents.
Experience in development and implementation of Air Operating Permit documents.
Experience in performing environmental inspections, evaluation and assessments, and management review and appraisal techniques.
Experience in working with and negotiating with regulatory agencies.
Ability to interact with diverse parties with multiple, potentially conflicting, interests.
Well-developed interpersonal skills including the ability to work with individuals and groups of diverse backgrounds in person and by telephone.
Excellent written and oral communication skills.
Skilled in problem identification and resolution.
Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.

Desired Skills

Knowledge of the Hanford site preferred.
Experience at a DOE Office of Environmental Management site preferred.

About the Site

The Hanford Site, located within a 580-square-mile section of semi-arid desert in Richland, Washington, was established in 1943 as part of the Manhattan Project to produce plutonium for national defense. Here, the DOE focuses on environmental restoration, waste management, scientific and environmental research and development of radioactive waste technologies. Under the Tri-Party Agreement, lower-level hazardous wastes are buried in huge, lined pits that will be sealed and monitored with sophisticated instruments for many years (https://energy.gov).
