MINIMUM ENTRANCE REQUIREMENTS\: Applicants must have at least (A) four years of full-time, or equivalent part-time technical or professional experience in urban or regional planning, environmental planning, transportation planning or land use planning, and (B) of which at least two years must have been in a professional capacity or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions\:

I. A Bachelor's degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for two years of the required (A) experience.*

II. A Graduate degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental studies may be substituted for three years of the required (A)experience and one year of the required (B) experience.

Regional Planner III – Building Decarbonization Architect

The Department of Energy Resources’ (DOER) mission is to create a clean, affordable, equitable and resilient energy future for all residents, including low-income and Environmental Justice populations, businesses, communities, and institutions in the Commonwealth. To meet these objectives, DOER develops and implements policies and programs to ensure the adequacy, security, diversity, and cost-effectiveness of the Commonwealth's energy supply. DOER is committed to working to promote energy programs and policies that are developed and implemented to ensure environmental justice among all the Commonwealth's citizens, communities, businesses, and institutions.     

DOER is seeking a Building Decarbonization Architect to provide support to the Energy Efficiency Division, and other divisions as necessary, on the Commonwealth’s recently updated building energy codes (Stretch Code and Specialized Code), Massachusetts Environmental Policy Act (MEPA), Massachusetts Energy Usage Disclosure, 10-community efficient electrification pilot, and Commercial Property Assessed Clean Energy (CPACE) financing program. Assisting in the implementation, rollout, an strategic direction of the Stretch Code and Specialized Code will be the Building Decarbonization Architect’s primary responsibility. The Architect would also be involved in strategizing, developing, and implementation of building retrofit guidelines designed to achieve decarbonization outcomes as well as supervising staff and contractors. Candidate must be a registered architect or professional engineer or, Engineer-in-Training; or graduate with NAAB-accredited architecture degree and enrolled in the (NCARB) Architectural Experience Program (AXP) and working towards architecture license.

Responsibilities include, but are not limited to, the following\:

Support Building Energy Code Development, Implementation, and Strategy\:

•Work with other members of the Energy Efficiency Division to assist in the implementation of the Stretch and Specialized code

•Supervise staff and consultants

•Review and respond to questions from code users and code officials

•Review project designs (from a programmatic level) to evaluate implementation issues and make recommendations

•Interact and lead communications with experts and various topic committees as required

•Scoping and interactions with expert consultants

•Research design and building practices in other states and jurisdictions

•Interact with PHIUS and PHI to help ensure smooth implementation of Passivehouse requirements

•Evaluate new strategic directions to improve building decarbonization

•Support development and oversee roll out of 10 communities pilot

•Develop communications strategies and present at conferences/training sessions and other venues

Support Strategy, Development, and Implementation of Building Renovation Guidelines\:

•Work closely with other members of the Energy Efficiency Division to strategize, develop, and implement a renovation guideline designed to achieve better building decarbonization outcomes.

•Provide recommendations to senior management on relevant building code implementation processes

•Research and review renovation best practices from other states and countries

•Interact and review EnerPhit, EnergieSprong, and other similar renovation practices

•Develop scope for and lead work from expert consultant(s)

•Form and interact with expert committees as required

•Interact with Mass Save and Program Administrators (PAs) to incorporate best practices and leverage incentives

Review and Approve Commercial Property Assessed Clean Energy (C-PACE) Applications\:

•Support DOER’s technical consultants that review and approve clean energy proposals seeking financing under C-PACE

•Work closely with members of the Energy Efficiency Division and MassDevelopment on PACE related implementation issues

•Maintain application tracking databases

•Develop and publish reports and summaries of program status

•Provide technical support on any future changes to program eligibility and guidelines

•Supervise staff and specialty PACE consultant.

Review Massachusetts Environmental Policy Act (MEPA) filing submitted to the Executive Office of Energy and Environmental Affairs (EEA)\:

•Assist in the review of the energy and emissions aspects of MEPA filings

•Review for conformance with building code and MEPA policies

•Draft recommendations for GHG emissions mitigation to MEPA office for energy related aspects of MEPA filings

•Participate in external meetings with project proponents to explain DOER recommendations related to GHG emissions mitigation

•Assist in developing new strategic directions and new submission processes to better align MEPA review with new thermal codes.

Perform Other Duties as Required, including\:

•Provide support to all DOER Divisions on related programs and projects, including Green Communities; Policy, Planning, & Analysis; Renewables; and Leading by Example.

PREFERRED QUALIFICATIONS\:

•Registered architect or professional engineer or, Engineer-in-Training; or, graduate with NAAB-accredited architecture degree and enrolled in the (NCARB) Architectural Experience Program (AXP) and working towards architecture license.
