This city's cup will likely not runneth over. The City of Riverside, California, is home to the World's Largest Paper Cup (68 feet tall), set in front of a former Dixie cup plant. Riverside operates under a council-manager form of government with a seven-member council presided over by a mayor. The council passes ordinances, appoints committees, and hires the city manager, attorney, and clerk. Its city manager carries out the council's policies and ordinances and oversees city day-to-day operations. Incorporated in 1883, Riverside planted the seeds for the US navel orange-growing industry. It is located about 60 miles east of Los Angeles, occupies about 80 square miles, and has a population of some 300,000.
