Description

SUMMARY / OBJECTIVE

The primary responsibility of the Director of Facilities and Sustainability is to achieve and maintain excellence with respect to all aspects of facilities management for Northwest Real Estate Capital Corp. and Tamarack Property Management Co. portfolio of residential, commercial, and community facilities. The Director of Facilities and Sustainability is expected to lead, organize, improve and standardize the quality of services and products used in the maintenance of all properties within the portfolio; to provide expert technical direction to maintenance staff, building managers, and other key senior/executive managers; and to standardize diagnostic approaches for troubleshooting and preventative maintenance routines including proactively identifying and overseeing all capital improvement projects. This position is a member of the senior management at Northwest Real Estate Capital Corp. and Tamarack Property Management Co. and will be required to actively participate in the senior management meetings.

Requirements

ESSENTIAL FUNCTIONS

  • Provide broad company-wide technical assistance, as well as project specific direction, and organize and implement on-going trainings for site maintenance staff regarding all aspects of facilities management to include building systems, operating procedures and sustainability. Provide leadership and guidance in ensuring all communities embrace NWRECC vision that safe, high-quality living and working environments are the standard and not the exception.  
  • Develop, implement, and monitor programs that ensure safe facilities and work environments that are in compliance with all appropriate regulations including but not limited to, emergency response, injury and illness prevention, and hazard communications programs.  
  • Develop and implement clear specifications for all site procured services and products; organize the purchase of commonly used products; organize the competitive procurement of repetitive contracted services and establish inventory and contracting auditing protocols and controls for all purchases. 
  • Oversee all facets of capital improvement projects from inception to completion managing technical and logistical aspects of contract administration and procedures.
  • Work with the development team to provide informed technical input into the design and construction process for all new NWRECC developments. Assist with close out support for all new and renovation projects undertaken by NWRECC.
  • Working closely with VP of Operations, Director of Property Management and the Director of Asset Management and all other work groups, assist in facilitating a model of teamwork among and between workgroups.
  • Design and maintain a comprehensive fleet management solution for the maintenance, performance, acquisition, and retirement of all vehicles owned by NWRECC.
  • Chair and participate in the NWRECC Safety Committee and recommend and train safety procedures across the organization.
  • Create and maintain a 5-year Capital Plan for all real estate within the portfolio including building envelope, major systems, furniture, fixtures, and equipment in accordance with NWRECC strategic plan of creating sustainable living communities.
  • Conduct formal physical and mechanical inspections semi-annually of all physical assets, complete detailed inspection reports, generate work orders and communicate with VP of Asset Management and Director of Property Management regarding results, findings and identified capital improvement projects.
  • Evaluate technical competencies and technical performance of on-site maintenance staff. Participate in the hiring and employment action process for maintenance staff. 
  • With respect to capital improvement projects, develop RFPs, prepare contracts for execution in accordance with established procedures and the stated scope of work, maintain effective filing system to track all work-related issues/expenses and act as liaison between contractors, field staff, management personnel to facilitate effective communication between all parties to achieve resolution of any problems and ensure desired results. 
  • Assist in the preparation of the Annual Operating Budgets to include maintenance related areas and projections for capital improvement needs.  
  • For properties that are in rent-up, facilitate the completion of punch lists and warranty information in a timely fashion through coordination with the Real Estate Development department.
  • Develop and foster positive relationships with key clients, trade associations, contractors, vendors and regulatory officials as necessary in the overall facilities management of the portfolio.  
  • Assist in the implementation and monitoring of LEED building practices for all new development.

MINIMUM QUALIFATIONS

  • Affordable housing building maintenance experience.
  • Contractor negotiations and management experience.
  • Ability to evaluate and train existing and new maintenance staff.
  • Ability to read and understand drawing specifications. Understand building codes/regulations.
  • Have a working knowledge of mechanical and HVAC systems, and a thorough understanding of building sciences, including but not limited to moisture remediation and energy efficiency. 
  • Have a working knowledge of maintenance organization systems, to include inventory control, preventative maintenance adherence, work order records / tracking systems. 
  • Be technically proficient in the use of diagnostic equipment such as manometer, flow hood, electrical testers, CO detector, temperature measuring equipment, etc. 
  • Experience with the development & oversight of complex budgets.
  • Ability to manage multiple projects simultaneously.
  • Ability to lead, plan and manage change.
  • Proven record of providing excellent internal and external customer service.
  • Accounting experience.
  • 40hr OSHA Certification preferred.
  • 2 years YARDI experience preferred.


EDUCATION REQUIREMENTS

  • Bachelor’s Degree in a related field and 10-15 years progressively responsible experience in the field of building management and/or construction project management or building maintenance and engineering.

TRAVEL REQUIRED
